About the Position
The Professional Engineer II serves as statewide leader and unit supervisor. The position is responsible for leading CDOT in the use of the most innovative and effective traffic control devices and roadway designs for the roads of today and the future in order to achieve the safest and most efficient transportation in the country. This position serves as a liaison within CDOT as well as to public and private groups and other local, state, and federal agencies to provide leadership, technical, training and engineering professional services in the area of traffic and safety engineering and operations through policies, procedures, manuals, guidelines, practices, stamped standards, specifications, approved products for traffic control devices assets. This position consults with people and references across the Division, state, country, and world to gather best practices and shares those within CDOT and Colorado. This position is responsible for implementing the Department, Division, Unit, and Region visions and goals.
Major duties and responsibilities will include, but are not limited to, the following:
- Utilizes leadership and collaboration, as well as engineering theories, principles and practices with a variety of cross-functional transportation stakeholders (traffic engineers, operations professionals, planners, policy staff, industry) in order to develop policies, procedures, guidelines, and product approvals for the department to achieve the safest and most mobile transportation system and properly follow federal regulations (Manual of Uniform Traffic Control Devices (MUTCD), state law, and best management practices for traffic control devices.
- Develops CDOT standard designs, policies, procedures, specifications and MUTCD supplement for Colorado.
- Leads efforts to modernize the MUTCD and Colorado Supplement to reflect the needs of connected and autonomous mobility.
- Integrates safety standards and specifications to improve safety and align with STSP.
- Provides leadership and statewide coordination of traffic control devices assets including signing, striping, markings, delineators, guardrail, and others through CDOT-wide coordinated asset management programs, planning performance measures, policies and funding use, distribution, and analysis and other asset management principles.
- Determines which products and practices are most effective through research, analysis, and testing, including consideration of new and innovative products and practices.
- Develops and sustains a nimble process with industry and academic partnerships to research, pilot, and deploy continuous improvements to traffic assets to meet the needs of connected and autonomous mobility.
- Collects and manages data, develops data architectures, fosters multiple database coordination and connection, conducts data analyses to provide intelligence to multiple user groups to improve decision-making department-wide - from asset selection, prioritization, replacement, and funding, to project selection, maintenance optimization, improvement strategies, etc.
- Supervises and leads a unit of three staff including developing a unit work plan and annual performance and training plans for each employee in order to achieve vision and goals of the division and department.
- Resolves routine personnel problems and monitors and approves monthly timesheets.
- Initiates hiring, transfers and promotions.
- Provides consultant management and quality control monitoring of the safety engineering services provided by the consultants.
- Develops consultant scopes of work, RFPs, task orders, and other contract documents to achieve region and unit work.
- Reviews and approves monthly billings by the consultant.
- Serves as the statewide leader in traffic control devices best practices and innovation.
- Leads cross-functional groups of engineering, Intelligent Transportation System (ITS), data science, planning, and others on joint projects and initiatives to research, analyze data, foster collaboration, testing, and implementation of existing best practices, innovations, devices, technologies and invents others to best meet the needs of the transportation system of today, tomorrow, and the future to improve safety, operations, and mobility.
- Leads the work unit to develop strategic, programmatic plans to develop traffic control devices and strategies to improve safety, operations, and automation, including incorporation of connected and autonomous vehicles into CDOT's existing roadway and traffic control device infrastructure environment.
- Manages the Memorial sign program, developing the policy and providing guidance on challenging situations.
- Manages the Approved Products List (APL), by developing standards and specifications and providing guidance on challenging situations.
- Ensures that products are properly tested and approved following current standards, specifications, the MUTCD, MASH, and other applicable policies and compliance.
- Serves as a liaison to associations and agencies around the country, CDOT Region engineers, consultants, contractors, suppliers and private citizens regarding traffic engineering requirements and procedures or problems.
- Reviews and makes recommendations on proposed revisions to national and state publications for traffic issues and items.
- Responds to the inquiries from media and the public.
- Provides technical assistance and training to the CDOT regions in the area of safety and traffic engineering and the optimization of resources directed towards safety improvements.
- Identifies new training needs to address changes in technology, manuals, and safety challenges.
- Develops new methodologies for decision support analysis on safety projects and project selection.
- Performs administrative duties including approving employee leave and timesheets in SAP, personnel actions and other documentation and relaying information on processes needed for employees to complete reports, forms and other documents in the SAP system.
Work Environment:
- Primarily 8:00 am – 5:00 pm work hours, Monday-Friday in an office setting - a flexible work place agreement for a certain # of days each week (to be deteremined) may be available
- Travel required during work hours throughout Colorado for meetings and trainings
- Overnight travel 10-20 times a year throughout Colorado
- Required to operate CDOT vehicles
Requirements
- Current registration as a Professional Engineer issued by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
- AND at least two years of transportation engineering experience which must have included one year at the level of a Licensed Professional Engineer.
