Our Electrical Engineering Manager is responsible for the safe and reliable operation of the electric distribution system including directing capital budgeting, oversight of the development and modification of design drawings, material specifications, and electric utility equipment installation and operational practices research, and leadership to engineers, operations, substation, distribution design and technology systems personnel.
The salary range for this position is $125,000 to $181,300 annually, with an anticipated hiring range of $135,000 to $172,000 annually, depending on experience and qualifications.

Loveland Water and Power is seeking an experienced engineer and people manager to join our team. This individual will oversee an electrical engineering and design team responsible for all distribution system projects emanating from the development review process and moving through the design and installation phases. This team is also responsible for creating and maintaining material specifications, construction standards and the Requirements for Electric Service (RFES). This position will develop capital infrastructure improvements and replacements programs and their associated budgets. This position will also be integral in the successful creation of an Electric Utility Master Plan and direct the completion of associated projects. Our ideal candidate will have extensive prior electric utility experience as well as extensive people management experience. They will be able to support staff in completing outstanding work by utilizing a strong technical background in IEEE standards, the NEC and NESC, electrical system planning/design/construction, distributed energy resources, beneficial electrification, and grid intelligence.

ESSENTIAL JOB FUNCTIONS:
- Directs one or more technical aspects of the electrical utility including but not limited to:
- Design Guidelines and Standards
- Short and Long Range Technical and Capital Expenditure Planning
- Electric System Operations, Maintenance, and Reliability
- Engineering Functions
- Operational Technology Systems’ functionality and operations
- Responsible for the electric utility’s capital improvement programs including long-range distribution system and master planning studies, capital project prioritization, associated budget preparation, subsequent designs, plans, and specifications, bid preparation and contract execution.
- Responsible for professional engineering work in the design and safe application of electric utility distribution equipment and installation and operational practices. May also support design and process improvement through participation in industry organizations.
- Develops and manages operating budgets and authorizes expenditures for capital purchases and special projects.
- Directs the preparation and administration of contracts with outside agencies to perform various construction and engineering activities and install equipment per Electric Utility standards.
- Negotiates and recommends approval of change orders to engineering and construction contracts.
- Responsible for studies and the development of information as needed to determine system design and customer loading guidelines.
- Responsible for electric system protection coordination studies and the preparation of work orders for application of protective devices.
- Directs and performs research, studies, and utilizes industry knowledge and connections to direct the evaluation of materials, equipment, and procedures for safety, reliability, and effectiveness.
- Coordinates with other City departments, utilities, and agencies to complete complex engineering and construction projects.
- Evaluates the City's ability to provide service to all current and potential electric customers.
- Coordinates interconnection issues with other utilities for distribution level electricity wheeling.
- Using knowledge of electrical engineering and related disciplines, directs the preparation of and revision to specifications and standard drawings for electric material and equipment, designating parts and materials acceptable for specific uses.
- Identifies opportunities for improvement and leads associated process improvement or operational effectiveness activities.
- Provide training to engineers, designers, drafters, administrative support, and operations personnel as necessary.
- Responsible for the Electric Utility Division’s disaster recovery and continuity of operations plans.
- Provides strategic planning input and guidance to Electric Utility Division Manager.
- Develops strong relationships with individuals and teams within the division, department, and City of Loveland that foster effective teamwork and drives results.
OTHER JOB FUNCTIONS:
- Attends industry conventions for knowledge gain and sharing.
- Provides technical support and guidance to electric line, metering, substations, and distributed energy resources operations personnel to plan, design, maintain, operate, and improve the power distribution system.
- Assists during recovery from power outages.
- Selects and manages professional consultants, as well as attending Loveland Utilities Commission, Planning Commission, Construction Advisory Board, City Council, Joint Technical Advisory Committee, and other meetings as necessary.
- Responds to citizen complaints.
SUPERVISORY DUTIES:
- Provides direct supervision to professional, technical, and skilled employees to assure accountability to department and organizational goals and objectives.
- Sets team goals and objectives that align with Electric Utility Division overarching goals to achieve operational results.
- Interprets policies and exercises independent judgment and decision making within department.
- Makes personnel decisions related to hiring, performance, or disciplinary actions.
- Champions and embodies the Electric Utility Division’s mission, vision, values, and culture.
JOB QUALIFICATIONS:
Knowledge, skills and abilities:
- Extensive knowledge of engineering practices and procedures with specific experience related to electrical power distribution systems
- Knowledge of applicable federal, state, and local laws, standards, and regulatory agency guidelines
- Extensive knowledge of codes and standards associated with electrical power (e.g. National Electrical Code, National Electrical Safety Code, applicable IEEE Standards)
- Knowledge of contract development and management and ability to perform bid evaluations on complex proposals
- Ability to communicate effectively and diplomatically with co-workers, elected officials and citizens
- Ability to solve complex, non-standard power engineering problems
- Autonomous decision making ability and assumption of personal accountability in design and application
- Advanced level skills in Excel®, power flow modeling and analysis software, or other analytical software (e.g. Matlab, Ampcalc, Mathcad, ETAP, etc.)

Education and/or experience:
- Bachelor of Science Degree in electrical engineering from an ABET accredited curriculum, or equivalent required.
- Five (5) years’ progressively responsible experience in medium or high voltage power systems required.
- Minimum of three (3) years prior supervisory experience, completion of a supervisory/leadership training program preferred, or an equivalent combination of education and experience.
Licensure and/or certifications:
- Must possess a valid driver’s license.
- Professional Engineer’s License preferred.

Working conditions and physical requirements:
- Work is performed both inside and outside with occasional outside work in inclement weather and around excessive noise from machines or equipment.
- Moderate physical activity required by moving, positioning and handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently.
- Work may include pushing, pulling, stooping, kneeling, crouching, crawling, climbing and reaching to assist others in performing job.
- Working environment may include working in confined spaces, below ground installations, above ground ladders, aerial devices or equipment at various heights, working around energized equipment, (50 volts to 115kV).
- Work may involve long hours during holidays, emergencies and weekends.
- Position is subject to call out during emergencies with no notice and will also be on-call during certain times of the year.
