Orange County Utilities provides end-of-life materials management services and water resources to protect and enrich the lives of the citizens and guests of Orange County Florida. The County’s materials management system includes two transfer stations and a disposal complex that houses two active landfills, three closed landfills, recycling activities, and support facilities that manage more than one million tons of materials annually. The County contracts collection services for more than 230,000 residential units.
The Utilities Department is seeking a well-qualified individual to fill the position of an “Utilities Supervisor” for their Solid Waste Division.
General Functions
The supervisor overseeing scalehouse operations and the fiscal administration team is responsible for managing daily operations, ensuring accurate weight measurements, and processing transactions efficiently. This role involves supervising staff, monitoring workflow, and ensuring compliance with policies and regulatory standards. The supervisor also oversees financial record-keeping, reporting, and budgeting tasks, ensuring that all transactions are documented correctly and within the required timelines. Additionally, they provide support for customer inquiries, resolve any operational issues, and collaborate with other departments to maintain smooth and efficient operations. Work requires considerable independent judgment with minimal supervision.
Representative Duties /Assignments
Supervises various work units within the Solid Waste Division.
Interfacing with management, supervisory personnel, Section Manager, and other Division personnel.
Performing accounting duties, daily reconciliation, verifying and preparing COR'S (Classification of Receipts), deposits, performing special record keeping duties within the Solid Waste Division.
Assists in monitoring division budget and expenditures.
Maintain the scalehouse software system and maintenance agreement.
Kronos administration for the division.
Prepare and maintains various spreadsheets for reconciling purpose daily, monthly, bi-annual, and annual.
Review monthly Scalehouse reports for accuracy {Tonnage Report, Tonnage Allotment, Hauler Payment, and Tipping Fees.)
Enforce compliance and adherence to daily weighmaster procedures and cash handling procedures.
Enforce compliance and adherence to the Orange County Administrative Regulations, Orange County Personnel Policy Manual and Operational Regulations.
Responsible for administering corrective actions.
Serves as the Division liaison between the Solid Waste Division Customers and the Utilities Customer Service Division staff to meet operational and customer service objectives regarding deposits, and customer accounts.
Performs other special projects and related duties as assigned.
Minimum Qualifications
Graduation from an accredited college or university with an Associate’s degree and five (5) years of experience in a Solid Waste environment; or an equivalent combination of education, training or experience.
Preferences
Strongly prefer prior experience in scalehouse management for a waste disposal facility.
Supervisory experience
Proficient in Microsoft Office Suite
Knowledge of Maximo, Kronos, DataBridge scalehouse software system
