Job Purpose and Summary
This is skilled and technical work assisting in the inspection and testing of construction materials, as well as the inspection of workmanship on construction projects. An employee in this class is assigned construction inspection teams to perform simple inspection, computing, or measuring duties. Work assignments may vary until the employee has demonstrated aptitude or talent for one of several technical specialties, but duties are usually defined after initial orientation. Incumbents will receive detailed instructions on each new phase of an assignment but are expected to perform independently after standard procedures have been learned. Work is reviewed by a supervisor through analysis of reports and the observation of performance.
Essential Functions & Responsibilities
Assists in performing inspections of workmanship and materials on highway, bridge, or other construction projects involving various construction operations.
Maintains complete records and documentation of work performed to support final cost determination.
Assists in observing, inspecting, and verifying that the methods, materials, equipment, and workmanship conform to established quality requirements, standards and specifications.
With supervision, enforces federal, state, and local laws regulating construction procedures, safety practices and working conditions.
May interpret contract requirements to contractors and construction workers, with supervision.
Reads and interprets assigned civil engineering plans, maps, and specifications.
Logs data and maintains records related to projects.
Works extended hours, on call 24/7, to assist in management of normal and emergency operations.
Uses situational awareness to anticipate and prevent accidents.
Perform related duties as assigned.
Qualifications
High school diploma or equivalent certification.
Possession of a NICET level 2 certification in a Civil Engineering Technology related program; OR Possession of a Northeast Center of Excellence for Pavement Technology (NECEPT) Asphalt Plant or Field Technician certification; OR Possession of an American Concrete Institute (ACI) certification.
Two (2) years of experience in highway construction inspection. Equivalent combination of education, experience and/or training may be accepted.
Possession of valid driver’s license.

Position may demand occasionally working long hours in emergency situations or for extended work assignments. Position requires the physical capability to appropriately stand, stoop, walk, lift and carry heavy tools and/or equipment when necessary. Position requires frequent work at a computer utilizing business programs and Pennsylvania Turnpike Commission-specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
