About Harrisonburg and The Harrisonburg Electric Commission (HEC) Harrisonburg is located in the beautiful Shenandoah Valley of Virginia.  We are situated between the Blue Ridge and Allegheny Mountain ranges, with the Massanutten Range in sight as well.  Located within 30 minutes of the South Fork of the Shenandoah River and even closer to the George Washington National Forest, this area has an abundance of outdoor recreation available to its residents. Both Washington, D.C. and Richmond, VA are a 2 hour drive away. Additionally, we are the home of the James Madison University Dukes, whose aggregate facilities make them our single largest customer. We also serve a host of larger industrial customers in addition to our solid base of commercial, retail and housing marke
