The Institute of Transportation Engineers (ITE) is currently seeking a Chief Technical Officer (CTO) to lead their technical programs. ITE is a community of transportation professionals with the mission of serving as a source of technical knowledge and professional development, a forum for technical information exchange on the “state of the practice,” and a conduit for leading edge ideas in the areas of planning, design, management, and operations of surface transportation systems. Its membership of more than 17,000 consists of such professionals globally within the public, private and academic sectors, and more than 150 student chapters.

As the Chief Technical Officer (CTO) for the association, the successful candidate will have direct responsibilities for all technical content and management/supervision of the Technical Programs Department staff. The CTO provides overall management and supervision of all external technical contracts for ITE. The CTO is responsible for nurturing collaborative/partnership/contractual opportunities with peer organizations, the US Department of Transportation/Federal Highway Administration, and other stakeholders in developing innovative knowledge-based technical, training, and professional capacity-building products that contribute to the advancement of the profession and its members.
Serve as a member of the ITE Executive Leadership Team;
Attend certain technical/industry meetings on behalf of the ITE Executive Director and serve as his representative,
Lead the Technical Programs Department;
Manage the performance of all Technical Programs Staff;
Serve as the senior ITE Executive in charge/client relations manager for all external technical contracts, and other partnerships/collaborations with peer organizations/stakeholders regarding the planning, development, and completion of ITE technical products;
Develop and deliver the annual external technical contracts budget directed toward revenue growth;
Oversee the operations of the ITE Council Leadership Team (CLT) and its Councils and committees;
Facilitate via the Technical Programs Staff the development, coordination, and completion of all CLT related products, and ensure overall administrative support to the CLT;
Lead the development of the technical content for the ITE Annual Meeting, Spring Conference, and other ITE events;
Manage and support various Board and Steering Committees; and
Ensure proper coordination of all technically related activities including articles in the ITE Journal and other publications, Podcasts, Meetings, and Professional Development offerings.
A Bachelor’s Degree (Master’s Degree preferred) in transportation engineering, transportation planning or a related technical field is preferred. Evidence of a higher degree of professional development is desirable. Professional registration and recognition is also desired whether in the field of transportation engineering, planning, technology, or management.
The candidate should have a comprehensive understanding of federal transportation policy and the “state of practice” of transportation engineering and planning at the federal, state and local levels. The candidate should be familiar with state and local department of transportation operations responsibilities, practices, and policy issues. The candidate should have proven abilities in the areas of transportation technology and technical projects management and establishing and nurturing long-term, sustainable working relationships within the professional transportation community. The candidate should be knowledgeable in the Federal Acquisition Regulations (FAR) and have demonstrated ability to manage Federal contracts. The candidate should also possess excellent written and oral communications skills, and strong interpersonal skills. The candidate should be able to travel periodically to ITE meetings and conferences, and external events.
Equally important is the candidates’ ability to work in an association management environment and collaborate with staff on the membership side of the association. This will require the ability to think strategically, and work with professionals in a volunteer environment and effectively serve as a facilitator of various subject matter experts in the creation of new technical, training, and leading- edge products to serve its membership in addressing changing trends in transportation engineering and planning.
A minimum of fifteen years of progressively responsible, professional experience in the transportation sector with a focus on technical project development, management, and business development;
Knowledge of change management, performance and outcomes management, advocacy, and marketing know-how to facilitate effective communications and help create new approaches and paradigms among volunteer practitioners in addressing evolving transportation challenges;
Appreciation for and experience in working with volunteer groups serving in either a leadership role or advisory capacity;
Knowledge of and familiarity with federal, state, and local transportation agency rules, regulations, and operations;
Knowledge of and familiarity in with the United States Department of Transportation, particularly the Federal Highway Administration;
Knowledge of the FAR and experience in managing Federal contracts;
Practical knowledge coordinating outreach, dissemination, and technology efforts such as workshops, webinars, lead agency efforts, demonstration projects and other activities;
Ability to understand and effectively communicate both technical and non-technical information about the programs, products, and services of ITE;
Project planning, organizational, and budgeting skills with a focus on developing and managing technical projects;
Excellent written and oral communications skills; and
Practical knowledge of and experience with Microsoft Office, including Word, Excel, Outlook, PowerPoint and Teams.
