This is an executive level position that leads the Department of Public Works’ Engineering Division overseeing and directing engineering activities related to the construction and maintenance of roads, bridges, public right-of-way, buildings, and other public facilities.

• Oversees the planning, administration, and implementation of a comprehensive public works engineering design and construction program, including short-range and long-range improvement plans for El Paso County roads and bridges.
• Enforces County ordinances and applicable State and Federal laws, codes, and regulations related to the engineering function; ensures adherence and compliance.
• Responsible for engineering project management, construction contract management, and other Engineering Division programs including capital improvements, private land development, and environmental issues. Performs technical work in planning, designing, and reviewing of engineering projects.
• Oversees the formation and administration of public and local improvement districts including annual budgeting and accounting of expenditures for such districts.
• Develops strategic and annual projects and programs for construction and maintenance in collaboration with DPW leadership.  
• Establishes and communicates the mission, goals, and objectives for areas of responsibility; develops, interprets, and ensures the implementation of policies and procedures throughout the Engineering Division.
• Assists and advises the Public Works Executive Director in the development and implementation of goals, objectives, policies, and procedures. Makes recommendations to the Public Works Executive Director on improving the efficiency, effectiveness, and productivity of the Department of Public Works.
• Responsible for managing the division budget to include providing fiscal oversight and budgetary analysis. Evaluates division needs; researches and recommends new materials, supplies, and equipment. Provides budget and other funding recommendations to the Public Works Executive Director and El Paso County Board of County Commissioners.
• Coordinates with financial and contract management personnel to ensure projects are properly contracted and funded and ensures contracts are paid in a timely manner upon completion of project milestones.
• Directs and oversees management and staff efforts to include ensuring necessary services are provided in a timely, effective manner and projects are expedited and/or completed in compliance with established budget, scope, and specifications and scheduled completion. Addresses concerns, issues, and problems that arise and determines and implements or recommends necessary corrective action. 
• Conducts and oversees performance evaluations; provides hiring and disciplinary recommendations. Ensures employees receive the appropriate training and motivates staff to achieve peak performance.
• Develops and delivers presentations to the Board of County Commissioners, Elected Officials, Highway Advisory Committee, and community organizations concerning Engineering Division programs and related issues; provides input and makes recommendations. 
• Serves as an official representative of El Paso County with Local, State, and national agencies and organizations.
• Work closely with citizens, members of the development community, executive leadership, and elected officials to seek and find solutions to problems.
• Performs other duties as required.

Qualifications

• Bachelor's degree in Civil Engineering from an accredited college or university required. Master's degree in engineering, engineering leadership, public administration, or business administration preferred.
• Ten (10) years of progressively responsible professional civil engineering experience specific to road and bridge design, construction, and maintenance.
• Five (5) years management and project management experience.
• Working knowledge of subdivision development processes and must have land development plan review experience. Must have working knowledge and experience with NPDES and stormwater management as well as NEPA and environmental stewardship.   
• Knowledge of principles and practices of civil engineering specifically related to all phases of project development, land use and infrastructure master planning, design, land surveying, property acquisition, and construction management, as applied to the planning, design, construction, and maintenance of public works projects.
• Knowledge of principles and management of public administration, organization, asset management, and project and personnel management.
• Knowledge of project management and construction principles, public communication and issue resolution techniques, and procurement and contracting procedures and policies.
• Working knowledge of Federal, State, and Local funding programs and demonstrated ability in grant writing and grant administration.
• Ability to supervise, objectively review, and mentor professional and support staff.
• Ability to plan and administer planning, engineering, and public works programs, projects, and contracts; ability to identify problems and recommend and implement effective solutions.
• Knowledge of statistical survey methods and effective preparation and presentation of reports.
• Ability to analyze, interpret, apply, and explain technical procedures, applicable laws, codes, and regulations.
• Ability to communicate effectively, clearly, and concisely both verbally and in writing, including the ability to effectively deliver presentations.
• Ability to operate computers, standard office equipment and related software, such as databases and Microsoft Office Suite, as well as working knowledge of computer aided design (CAD) and geographic information system (GIS) applications.
• Maintain regular and punctual attendance.
• An equivalent combination of related education and experience may be substituted for the education and experience requirements above.
• Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Licenses/Certificates

• Must possess and maintain a valid driver's license.
• Professional Engineer’s (PE) License required; possession of Colorado PE within six (6) months of date of hire required.
• Project Management Professional (PMP) certification preferred.  

Work Conditions

Work is primarily performed in an office environment, travel to work sites, county facilities, conference, seminars, and related meetings. Work may be performed in adverse weather conditions.
