The City of Jamestown, New York is seeking a professional engineer to fill the role of Deputy Director of Public Works.
Description
The work involves responsibility for the assistance in the administration of the Department of Public Works with oversight of the Parks, Recreation, and Conservation Department. This is also a professional engineering position involving responsibility for the design, maintenance and repair of city roads, bridges and highway structures. The Deputy Director of Public Works is also responsible for the administration and enforcement of City Building Codes, Public Sanitary and Health Codes. The work of the Deputy Director of Public Works is performed under the administrative supervision of the Director of Public Works and the Mayor, with wide leeway allowed for the exercise of independent professional judgment in the planning and execution of the work of the Public Works Department.
Examples of Duties
Supervises and coordinates all Public Works and Engineering projects including project design, plans, estimates, specifications and working drawings;
Reviews and approves plans and specifications for street paving arid grading, sewer and water line extensions, park development, recreational facilities, and related public construction and repair projects;
Provides technical and professional engineering advice and support to the Director of Public Works, Mayor, City Council, City Planning Board, Zoning Board of Appeal, and the Board of Public Utilities;
Directs the enforcement of all Housing, Building, Public Sanitary and Health Codes and City Zoning Ordinances;
Acts as consultant to other municipal departments on engineering problems;
Approves specifications for projects to be put out for bids and reviews all bids submitted;
Reviews all construction work performed by private contractors and certifies payment;
Prepares departmental budget estimates and activity reports; and,
Oversees the maintenance of a wide variety of Public Works records and reports.
Knowledge & Skills
Comprehensive knowledge of the principles and practices of Public Works activities and civil engineering; Thorough knowledge of procedures involved in the initiation, planning and development of Public Works and engineering projects; Thorough knowledge of city codes and ordinances; Ability to establish and maintain effective working relationships with various City Boards, department heads, and private contractors; Ability to plan and supervise the work of technical and professional staff; Ability to coordinate complex phases of an engineering and Public Works professional staff; Ability to coordinate complex phases of engineering projects; Initiative and resourcefulness; Good professional judgment; Physical condition commensurate with the demands of the position.
Minimum Qualifications
Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in civil engineering and six years of civil engineering experience; two of which shall have involved supervision of Public Works activities.
NOTE: One year of graduate study in civil engineering may be substituted for one year of the required experience.
Special Requirements
Possession of a license to practice as a Professional Engineer in New York State at time of hire. This position will ascend to the title of Director of Public Works upon the retirement of the current Director in 2023. This position has a term of office and the successful individual must be, or become, a resident of the City of Jamestown.
