King County Metro is hiring for a career service position as a Transportation Planner IV as Corridor Program Manager in the Speed and Reliability workgroup in the Capital Planning Section, Metro Capital Division. This fast-paced and collaborative workgroup conducts transit capital planning activities for corridor, hot spots, and trolley expansion program. The group work closely in partnership with local jurisdictions, identifies and prioritizes partnership projects, as well as monitors implementation of transit projects delivered by Metro and/or partner agencies. 
 
We are seeking a highly motivated individual who can bring people together, help build workgroup technical capabilities in transportation planning and engineering, interpret data, conduct traffic analysis, and work independently. Additionally, this individual should have extensive work experience in leading transportation planning and engineering related projects or experience in leading complex and highly visible transportation related projects. This candidate will need to be comfortable working with some ambiguity and possess the ability to communicate and express ideas to a wide variety of audiences. The eligibility pool will be valid for 12 months upon creation, or until exhausted, at the discretion of the hiring authority.

JOB DUTIES:

• Oversee corridor program for speed and reliability implementation in a multi-modal transportation network centered on equity, safety, and sustainability in alignment with Metro’s vision and strategic goals and policies. 
• Conduct and lead short and mid-range corridor planning in coordination with other Metro Divisions/Sections to develop business cases for future projects 
• Lead and direct or supervise corridor studies for small-medium size and large scope and/or complexity; makes staffing assignments and reassignments as project needs arise.  
• Manage program budget and develop future cash flow projections for budget submittals 
• Work hand-in-hand with other planning leads to support project development and implementation and provide direction as needed to seek conceptual project approval from internal and external partners, including local jurisdictions.  
• Build strong working relationship and actively engage with internal and external stakeholders 
• Participate in departmental activities in updating Metro long-range planning and policies documents to show alignment in the corridor program strategic objectives 
• Develop program funding strategies and lead activities in preparing, presenting, and obtaining federal or state grant fundings. 
• Support department goals in promoting diversity and social justice.  
• Represent Capital Planning in a wide range of settings including but not limited to technical committees, public meetings, and various forums with local jurisdictions 
• Promote equity through corridor program management and by fostering an equitable, diverse and inclusive work environment.
• Performs other related duties of a comparable level/type as assigned.  

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

• Bachelor's Degree or Master’s in Engineering, OR Planning (Land Use, Urban, Regional, Transportation, Environmental), Public Administration or closely related field, OR any equivalent combination of working experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.  
• Experience in managing and monitor project/program performance 
• Experience in working on projects from planning concept through completion  
• Current and strong knowledge of transit planning and project management principles, practices and methodologies and a strong understanding of how transit planning interacts with street-used planning, land use planning, sustainability, and public health and environmental justice.  
• Skills at goal setting with ability to organize people and to develop strategies and activities to accomplish program goals and assigned project deliverables within a set timeline 
• Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds  
• Strong leadership, communication, and interpersonal skills, including the ability to build and lead diverse teams of professionals, as well as, the ability to bring people together and resolve issues  
• Comfort and flexibility in navigating a complex political environment while managing multiple competing priorities  
• Excellent written, verbal, and other communication skills, including facilitation of multi-disciplinary teams  
• Experience in effectively presenting verbal information and written report format to diverse audiences with ability convey complex topics in engaging way to the listeners/readers. 
• Ability to effectively work in a multi-cultural workplace. 

Desired Qualifications: 

• Prior supervisory experience of professional staff, organizing, prioritizing, and directing work of others. 
• At least of four years of project management experiences working on transit and/or transportation related projects 
• Understanding of government processes and procedures such as regulation and policy development, legislative processes, etc.  
• Experience dealing with the public on sensitive issues.  
• Experience in reviewing and interpreting traffic studies and traffic engineering analysis/reports, and review and approve recommendations  
• Strong data analysis skills, technical problem-solving skills, effective organizational skills, and multitasking ability 
• Ability to shift through complex and sometimes contradictory information to effectively solve problems 
• Experience working using Power BI
• Familiarity with King County Metro and key partners and stakeholder groups.  
• Familiarity with the Project Management Body of Knowledge principles.
• American Institute of Certified Planners (AICP) or professional engineering license

  Work Schedule 
  Our regular business work schedule is 40 hours per week; Monday through Friday though work outside of the normal work day may be required. This position is considered exempt from the Fair Labor Standards Act and as such is not eligible for overtime pay. Flexible hours may be considered.

  Work Location
  The primary location of this position is in the King Street Center (201 S. Jackson St., Seattle, WA) Telecommuting is possible.
   
  Teleworking Requirement
  The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
   
  Employees may be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
