The City of Norfolk seeks an experienced senior engineer to lead its Transportation Systems Management & Operations (TSM&O) efforts, inclusive of signal system timing development and implementation, active traffic management activities through Advanced Traffic Management System (ATMS) and Traffic Management Center (TMC) operations, and the continued management, planning and development of ATMS infrastructure and services to support all TSM&O functions. The TSM&O Manager supervises staff and collaborates regularly with department traffic signal systems maintenance staff, and other department engineers engaged in project development, design and construction management to ensure the successful incorporation of ATMS infrastructure. The Manager also performs business functions for the section such as budget planning for staffing, capital projects and operating funds.
This year, major ATMS expansion/upgrade projects culminate in a state-of-the art platform for its system of 316 traffic signals powered by ATC controllers using D4 software, KITS central traffic signal system software, a powerful digital video management system with around 150 CCTV cameras covering most of the City’s arterials, with an Ethernet over outside-plant fiber optic network providing the communications. Twenty traffic signals are integrated with Norfolk’s “Tide” LRT line, most as it traverses the downtown street network. Approved funding grants are in place for additional major upgrade and enhancement projects within five years. A key component of continued development of the Norfolk street system and traffic signal operations will be increasing attention to improved safety and utility for all users.

Professional Engineering Licensure and registration is required.
Experience and education:
Work requires a professional level of knowledge equivalent to that which is acquired in a master’s degree-level of study in engineering.
At least five years of work experience having similar engineering duties, and 3 years of supervisory experience.
