The City of Salinas (pop. 161,042) is the 34th largest city in California and the largest city in beautiful Monterey County. The City is seeking an experienced Senior Civil Engineer to organize, direct, assign, manage, and coordinate the work of the Development Engineering division in the Public Works Department. Essential Job Functions:
1. Oversees, supervises, and directs all division work; provides support and guidance for the formation, planning, permitting, surveying, design, construction, and inspection of city infrastructure projects2. Plans, assigns, directs, and reviews the work of numerous engineering staff, privateconsulting firms, construction inspectors, and various contractors; attends meetings,delegates work, schedules activities, and provides management and direction; performs site visits and evaluations3. Prepares and makes presentations to City Council, City commissions and other boards as assigned4. Participates in the planning, development, and implementation of the Public works budget; review plans and specifications, estimates, land surveys and other documents to ensure financial requirements are considered in the budget5. Supervises employees within the division, offers guidance and direction, ensures proper training, performs evaluations, and provides other supervisory support6. Participates in a wide range of meetings and conferences; represents the City at meetings with outside agencies; engages professionally with other departments, governmental agencies, regulatory bodies, advisory boards, and others to promote quality service and professional standards7. Responds and assists the general public with a wide range of inquiries and requests;handles requests for information from permit applicants, engineers, consultants, vendors, and other City departments; ensures proper documentation and reporting accuracy8. Develops, drafts, and implements division policies, procedures, staff reports andstandards; promotes safety in the workplace and that work done is in line with the City’s goals and objectives; coordinates, manages, and supports vendors, employees, and other departments through exceptional professionalism and procedural adherence9. Oversees plan review and inspection of private development including compliance with NPDES permit requirements.10. Issues and inspects encroachment permits for activities in the public right of way11. Issues and monitors street vendors12. Provides assistance to the City Engineer in implementing floodplain management and maintains FEMA compliance documents13. Provides technical support to planning applications in accordance with the Subdivision Map Act and processes and reviews map for recordation14. Reviews development proposals, prepares conditions of approval and recommendscorrections15. Reviews, analyzes, and evaluates planning applications, environmental impact reports, planning documents, building and grading permits, and other data ensuring conformance and compliance with stormwater regulations, City standards, and other regulating agencies.16. Manages City’s addressing database and coordinates with other departments onaddressing and street naming17. Performs other duties as assigned
At a minimum, candidates must possess a Bachelor’s degree in Civil Engineering and five years of increasingly responsible supervisory and professional civil engineering experience. Must be a registered Civil Engineer in the State of California; Qualified Stormwater Pollution Prevention Plan (SWPPP) Developer (QSD) highly desirable.
