Under general direction from the Public Works Director/City Engineer, takes ownership of the City’s critical infrastructure; manages the City’s capital improvement program; provides expert professional service to Director and other Departments in areas of expertise, including but not limited to civil engineering, municipal water, wastewater, storm water, streets, bridges, parks, traffic and dry utilities; and performs related duties as required. The position also serves as liaison to the Parks and Recreation Committee and other City committees and regional organizations as needed.

An incumbent of this class is a program manager working directly with consultants, contractors, inspectors, City staff, government agencies, and the public. Expectations for the position include excellent communication and writing skills, technical oversight, contract management, policy development, program planning, fiscal management, project management, administration, and operational integration. The position may act as the Director in his or her absence.
