Serves as the key executive manager for all transportation related activities and responsibilities; acts as key contact with the Georgia Department of Transportation (GDOT).
Supervises the functions, services and operations of departments as assigned; directs, and evaluates assigned department heads and/or staff, ensures organizational structure is maximized, processes employee concerns and problems, performs counseling, disciplining, and employee performance appraisals; focuses individual departmental efforts and accountability as provided in the overall goals and objectives of the county as set forth by the County Manager and the Board of Commissioners.
Develops plans, proposals, goals, objectives to the County’s current and strategic plans relating to transportation, recycling and solid waste management, private and public landfill management, public transportation, fleet and facilities management to meet objectives for the County; analyzes related County needs, citizen concerns, projected growth, and other related issues; continually evaluates and measures the effectiveness of assigned county programs, services, and operations.
Consults with the County Manager and Deputy County Manager to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations. Provides progress reports to County Manager and other county leaders.
Ensures County compliance and adherence to all applicable codes, laws, rules, regulations, standards, policies and procedures; leads the departments in ensuring compliance with all safety and health requirements, ensures adherence to established safety policies and procedures essential to the assigned departments; initiates any actions necessary to correct deviations or violations.
Reviews and analyzes plans, blueprints and conceptual sketches to understand in detail and to ensure good engineering practices and standards are consistently utilized; reviews materials and construction techniques to confirm compliance with plans and specifications. Evaluates technical reports and specifications to aid in decision-making.
Provides technical support during planning, designing, construction and inspection of county transportation and other improvement projects.
Provides support to the County Manager and the Board of Commissioners; coordinates preparation of related backup material for Board meetings; makes presentations at meetings, proactively provides the County Manager with information on the status of applicable departmental operations and projects; responds to questions from Commissioners and/or the public; makes recommendations on various matters.
Responds to and meets with citizens, developers, attorneys, or other individuals regarding complaints, problems, or inquiries concerning matters within the assigned scope of organizational responsibly.
Communicates with County officials, County employees, State/Federal governmental agencies, attorneys, consultants, vendors, developers, contractors, business leaders, outside agencies, the public, civic groups, the media, and other individuals as needed to coordinate activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Oversees the preparation, review and implementation of applicable departmental budgets; directs and provides accountability for departmental management on the allocation of the approved budget ensuring adequate funds for scheduled projects, improvements, and developments; provides assistance and expertise in the production of the county’s annual report relative to assigned areas of operational activities.
Assists County Manager, and attorneys representing the County in various legal matters including litigation, land acquisition, bond issues, or other matters.
Interacts and collaborates with directors, project managers, contractors, engineers, architects, consultants and others regarding county transportation and other improvement projects.
Coordinates and interfaces with the Cumming-Forsyth County Chamber of Commerce, Development Authority of Forsyth County, Cumming City Government, Georgia DOT, and other public entities regarding regional transportation development efforts; providing support for county and regional economic development related projects.
Participates and/or assures representation on various local committees, boards, and task forces in order to develop and maintain community partnerships designed to meet the identified needs.
Oversees county improvement project management activities and provides leadership in coordinating projects with other County departments.
Performs a variety of public relations duties on behalf of the County Manager, and Forsyth County; makes speeches to civic groups and community organizations; participates in ribbon cutting ceremonies, ground breaking ceremonies, award ceremonies, or other activities; represents the County in interaction with elected/appointed officials, governmental agencies, local businesses, and civic organizations.
Researches specific topics, implements, compiles, and/or monitors various statistical, financial, demographic, or administrative data; analyzes data, identifies trends, and makes forecasts/projections; prepares reports/studies and submits to County Manager and various individuals or agencies.
Performs various administrative functions; prepares correspondence, memorandum, and reports for County Manager and Board of Commissioners; reviews incoming correspondence and routes/responds as appropriate; oversees the preparation of legal advertisements for publication and the completion of local, state, and federal surveys; submits various reports to Federal/State agencies or others as appropriate.
Prepares or completes various forms, reports, correspondence, agendas, meeting notices, grant applications, legal advertisements, Federal/State reports, surveys, performance evaluations, presentation materials, or other documents.
Receives and reviews various forms, reports, correspondence, draft correspondence/documentation, agendas, meeting minutes, budget documents, financial reports, contracts, bids, legal documents, statistical data, technical study reports, architectural drawings, civil engineering drawings, charts, graphs, legislative bulletins, codes, ordinances, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, presentation, e-mail, Internet, or other programs.
Maintains a comprehensive, current knowledge of applicable laws/regulations including OSHA, EPD, EPA,and NFPA; maintains an awareness of new issues, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate.
Leads the department in ensuring compliance with all safety and health requirement; develops safety policies essential to the department; ensures all new departmental employees are trained on safety policies prior to commencing duties; ensures all departmental staff are trained annually on departmental safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and waste of materials within the department.
Performs other related duties as required.
Bachelor’s degree from an accredited college or university in Civil Engineering, Transportation Engineering, Construction Project Management, or closely related field; supplemented by ten (10) years previous experience and/or training that includes progressively responsible duties, responsibilities, and essential functions in transportation, engineering, contract management, contract administration, government management, or public administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
