Minimum Qualifications: A Bachelor’s Degree in Civil Engineering or related field and registration as a Professional Engineer (PE) in the State of Arizona. Must possess a valid Arizona driver’s license or obtain within 30 days of employment. Four (4) years of civil engineering practice, with an emphasis on traffic and transportation. Use of transportation modeling and/or signal timing software is preferred. Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered. Knowledge, Skill and Abilities: - Knowledge of street ad traffic control systems including signals, signing and marking.
- Knowledge of work area traffic control and barricading.
- Knowledge of bicycle and pedestrian facility design and operation.
- Knowledge of traffic engineering measurements including manual and automated speed, volume, turning counts.
- Knowledge of current literature and research in the traffic engineering field such as the Manual on Uniform Traffic Control Devices (MUTCD), and the AASHTO Green Book.
- Knowledge of budget preparation, monitoring and administration.
- Skill in recognizing hazards within street rights-of-way.
- Skill in preparing written communications for administrative and technical purposes.
- Skill in oral communication in one-on-one and group situations, utilizing public relations techniques in responding to inquiries and concerns.
- Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, vendors and suppliers, and City residents.
- Manage capital improvement projects and lead in-house design projects.
- Knowledge of City of Prescott General Engineering Standards and Quad City Standard Details.
- Knowledge of methods and techniques of cost estimation, planning, budgeting, design consultant procurement and contract administration, construction inspection and project management and review/approval of consultant and contractor pay estimates for public works projects.
- Skill in organizational relations with immediate supervisor, subordinates, peers, and key contacts in other City departments.
- Must possess a strong commitment to customer service, teamwork, the ability to work independently and technical competence to carry out programs and objectives.
Physical and Visual Ability: Work is performed in a standard City office environment and in the field. Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand, and eye movement. Tasks require the ability to exert moderate physical effort including, but not limited to, lifting, carrying, pushing and/or pulling, etc. of objects and materials of moderate weight (35 pounds or less). Hearing and Speaking Ability: Candidate must have sufficient ability to clearly, concisely and effectively communicate in person, over a two-way radio and by telephone.
