ENGINEERING DIRECTORTown of ChristiansburgEngineering DepartmentCode 82001JOB SUMMARYReporting to the Town Manager, the Engineering Director is responsible for directing and overseeing all engineering functions within the Town of Christiansburg, including but not limited to, recommending infrastructure improvements, current and long-range planning for civil engineering projects, and administrative functions.ESSENTIAL FUNCTIONS• Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals• Oversees the organization and prioritizing of the department workload; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise• Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations• Develops, recommends, updates, and implements department policies and procedures; reviews efficiency and effectiveness of operations, methods, processes, and procedures; implements needed improvements• Develops and implements long and short-term plans, goals, and objectives for the department and for the Town; develops long-term plans for development; plans for the Town’s ability to provide essential services, such as transportation, water and sewer and storm water services, etc., in the future; analyzes data for impact on traffic, drainage systems, environment, or other issues• Recommends infrastructure improvements; develops plans for civil engineering projects; supervises and participates in project design; prepares detailed specifications for projects; coordinates with consulting engineers in the design and construction of larger street, utility, and drainage improvement projects; creates priority list for improvement projects• Consults with Town Manager, Town Council, and other officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations• Attends and provides testimony at Town Council meetings regarding department issues; provides reports, documentation, and presentations to Town Officials and staff members as appropriate• Develops and implements departmental budget, including operating, maintenance and capital improvements; monitor expenditures and revenues to ensure compliance with approved budget; writes specifications for the purchase of new equipment, materials, supplies, and contractual services• Researches and compiles various statistical, demographic, or administrative data; makes calculations, analyzes data, interprets data, and identifies trends; prepares reports, charts, and recommendations to assist Town officials in making informed decisions to improve Town development; provides demographic information to outside agencies and the public as requested• Ensures the Department provides information and technical assistance to property owners, land developers, contractors, staff members, or other individuals/agencies as part of the private land development plan approval process; discusses problem areas and recommends solutions; responds to questions or complaints; researches problems and initiates problem resolution; reviews and forwards service requests and work orders• Coordinates and manages with the Planning Director and the Building Official the delivery of excellent customer service for the Engineering, Planning, and Inspections Departments(known as EPI) and its interactions with the public whether it be by electronic means, phone, or in-person.• Prepares various records and reports such as trail reports, performance evaluations, annual reports, status reports, budgets, etc.; ensures that all reports and data required by regulatory agencies are submitted for necessary permits• Communicates with Town officials and employees, other departments, property owners, contractors, consultants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction• Attends various meetings, serves on committees, and makes presentations or speeches as needed• Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; maintains an awareness of issues and methods; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate• Performs other duties as requiredJOB CONTEXTThe Engineering Director will perform tasks that require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Essential functions are regularly performed without exposure to adverse environmental conditions.WORK PERFORMANCEThe Engineering Director is required to follow departmental expectations and adhere to all rules, regulations, policies and procedures in the Town of Christiansburg Personnel Handbook. Work performance is reviewed utilizing the Town’s employee performance review program following first 6-month probationary period. During this probationary period, the Engineering Director must demonstrate a strong understanding of all that the job requires.JOB REQUIREMENTSEDUCATION• Advanced degree in civil engineering, public administration or closely related field, or equivalent education, training, and experience.• Minimum of 5-7 years of progressively responsible experience in civil engineering and project management• Prior supervisory experience, preferably in civil engineering or project managementLICENSES AND CERTIFICATIONS• Registration as a Professional Engineer in Virginia.• Valid Virginia driver’s license with the ability to meet and maintain Town insurability requirements.KNOWLEDGE, SKILLS AND ABILITIESKnowledge:• Thorough knowledge of civil engineering principles and practices• Considerable knowledge of design principles, techniques and tools used in the production of plans, specifications and reports• General knowledge of methods, materials, regulations and techniques used in the construction of public works utilities and land development• Working knowledge of computer applications including Microsoft Office, internet applications and GISSkills and Abilities:• Well-developed interpersonal skills with the ability to maintain professional and courteous relationships with the public, elected and appointed officials, Town management and staff, citizens and community organizations• Proven management skills with the ability to manage day to day operations• Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and various committees• Strong organizational and time management skills with demonstrated ability to multitask and meet deadlines• Ability to understand and manage high-profile, sensitive or controversial political situations• Strong problem solving and negotiation skills• Ability to exercise sound and independent judgment within general policy guidelinesTOOLS AND EQUIPMENT• Motor vehicle• Personal computer• Microsoft Office and various software applications• Various office equipment (calculator, telephone, copier, fax/scanner, phone)SAFETYThe employee shall adhere to Town of Christiansburg policies regarding safety precautions and the use of safety equipment that is necessary for the health and safety of all employees and citizens.
