Stormwater and Infrastructure Systems Senior Planner 

The Harris County Flood Control District (District) is seeking a qualified candidate to fill the liaison position for the recently formed Infrastructure Resilience Team (IRT). This position will focus in integrated drainage infrastructure planning, floodplain management, management and operations of drainage infrastructure, and/or urban (re)development with an emphasis in at least one of the fields of water resources, flood control and drainage, or transportation networks.  Example areas of specialization could include but are not limited to flood risk management, sustainable water/resource management, system performance and quality control, and multifunctional infrastructure systems. Specific accountabilities include:

  • Conducting independent research/case study reviews on various topics.
  • Assisting with strategic planning, vision development, and coordination of outreach and public engagement initiatives.
  • Performing basic to complex analysis of specified data, projections and/or impact/feasibility evaluations.
  • Developing standards, performance metrics, and/or other planning tools.
  • Obtaining/validating data from various sources and evaluating plans/criteria.
  • Identifying plans/projects, developing scopes of work and budgets, and managing projects as necessary to support the both the IRT and the District.
  • Planning and facilitating meetings (some evenings and weekends required), and developing program documents; such as, plans, guidelines, community analysis reports, progress reports, plan performance assessments, informational briefs, webpage or social media content, conceptual visualizations, posters, presentations, and/or educational materials.
  • Representing the District at the Harris County Community Flood Resilience Task Force (CFRTF) and public meetings.
  • Coordinating the District’s departmental reporting to the IRT and CFRTF.
  • Leveraging the District’s resources to assist in IRT initiatives, as requested.

Minimum qualifications:

  • Bachelor’s degree from an accredited college or university in urban infrastructure planning, public administration, water resource management/modeling, engineering, or closely related field; or equivalent experience and evidence of exceptional ability.
  • Five years relevant experience in public works, urban infrastructure planning, public administration, water resource management/modeling, engineering, closely related fields or three years relevant experience if candidate has a master’s degree in areas of specialization or closely related fields of study.
  • Strong technical/analytical judgment with an interest in measuring the socio-economic performance of infrastructure systems.
  • Ability to synthesize and present complex information about public works systems that can be understood by non-technical audiences, as well as experience with flood damage reduction projects, developing infrastructure performance metrics, and/or managing large budgets, long project time frames, and broad scopes.
  • Demonstrate an understanding of how the specified planning discipline interconnects with other disciplines and describe experiences and skills working in multi-disciplinary projects and/or settings.
  • Understanding of the federal, state, and local legal frameworks related to drainage and floodplain management, urban planning and community development.
  • Exceptional ability to gather, analyze, synthesize, and present data and factual materials in executive-level reports, either individually, as a team member, or project lead in an area of personal expertise with minimum supervision.
  • Ability to develop a working knowledge of the shared IRT project portfolio.
  • Ability to lead, collaborate with, and establish effective working relationships with coworkers, developers, private engineers, other government entities, staff of elected officials, members of the public, and other stakeholders.
  • Strong knowledge with ESRI GIS, specifically ArcGIS Desktop, or related software (e.g., QGIS).

The Harris County Flood Control District (the District) is a special purpose district created by the Texas Legislature in 1937 in response to devastating floods that struck the region in 1929 and 1935. The District's jurisdictional boundaries are set to coincide with Harris County, a community of more than 4.5 million people (2015) that includes the City of Houston. The other boundaries in which we operate - those provided by nature - are of the 22 primary watersheds within Harris County's 1,777 square miles.
