This position is responsible for supporting and overseeing the planning, design, construction, and capital renewal and replacement of rail and bus systems elements. These elements include the signaling system, communications system, traction electrification system, automated fare collection system, on-board vehicle systems, passenger stations and stops, park-and-ride/transit center facilities, maintenance and service facilities, and the Operations and Control Center.

Supports and oversees all systems engineering planning, design, construction, and capital renewal and replacement work by Valley Metro staff, consultants, and contractors including signals, communications, traction electrification, light rail vehicles, fare collection, passenger stations, park-and-rides/transit centers, and maintenance and service facilities and the Operations and Control Center; and ensures adherence to quality, budget, and schedules for all projects.Attends and participates in professional meetings including the Safety Certification Committee, regional working groups, and others as assigned; maintains awareness of new trends and developments in rail related fields; incorporates new developments as appropriate.Coordinates designs with other divisions/departments to assure effective interfaces.Provides updates of the design criteria, standard specifications, standard drawings and other standards for Valley Metro's projects.Develops engineering designs and cost estimates.Provides technical analysis and review in support of Valley Metro's projects.Establishes and manages effective internal and external communication and coordination with Valley Metro departments, consultants, contractors, and member agencies.Performs other duties of similar nature and level as assigned.Knowledge and Skills:Knowledge of:Systems elements such as signals, communications, traction electrification, light rail vehicles, fare collection, passenger stations, park-and-rides/transit centers, and maintenance and service facilities and the Operations and Control Center;Management principles and practices;Transit design, construction, maintenance and operations;Applicable current principles, practices, methods, procedures, and trends in electrical engineering;Project quality, schedules, budgets and cost estimates;Local, regional, state, and federal agencies, groups and organizations involved in transit planning and development;Laws, codes, regulations, and legal requirements related to public transportation.Skill in:Using computers and related software applications;Prioritizing and assigning work;Developing and implementing work plans;Developing and monitoring budgets;Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals;Responding to changing situations and needs;Handling multiple tasks simultaneously;Preparing and presenting presentations;Interpreting and applying policies, procedures, laws, and regulations;Communicating in order to interact with coworkers, supervisor, and the general public at a level sufficient to exchange or convey information and to receive work direction.

PHYSICAL DEMANDS / WORK ENVIRONMENT:Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, driving, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel.Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
MINIMUM QUALIFICATIONS & REQUIREMENTS
Bachelor's Degree in Electrical Engineering, or a closely related field and seven (7) years of increasingly responsible experience in support of the planning, design, construction, and capital renewal and replacement of systems elements on rail transit projects; or an equivalent combination of education and experience to successfully perform the essential duties.Licenses and Certifications:Valid Arizona Driver's LicenseAbility to organize heavy and complex workloads, establishes and adjusts priorities, and accomplishes objectives within established scopes, budgets, and schedules. This includes project management duties for smaller capital projects, as assigned.Effective communications and interpersonal skills and the ability to establish and maintain effective working relationships with executive managers, city staff representation, and transit constituencies.Must possess technical and procedural writing skills as well as excellent verbal and presentation skills.Intermediate to advanced computer skills (Word, Outlook, Excel, and PowerPoint) are required.Background Investigation: Employment is contingent upon the results of a background check.
