CCWD is one of the largest urban water districts in California and a leader in drinking-water treatment technology and source water protection. The Planning Manager under administrative direction, plans, organizes, directs and reviews the activities of the Planning Department including planning activities associated with the development of water utility capital facilities and the development and management of water and environmental resources; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex staff assistance to the District’s Executive Management Team; and performs related duties as assigned.Receives administrative direction from a member of the District’s Executive Management Team. Exercises direct supervision over professional, technical, and administrative support staff through subordinate levels of supervision.This is a management classification responsible for providing full-line and functional management responsibility for a major administrative division or department. The incumbent is responsible for developing and implementing policies and procedures for assigned projects/programs, short- and long-term planning of assigned projects/programs, budget administration and reporting, and coordination of key activities of the section and responsibilities assigned. Incumbents serve as a professional-level resource for organizational, managerial and operational analyses and studies. Performance of the work involves significant accountability and decision-making responsibilities and requires the use of considerable independence, initiative and discretion within broad guidelines.

Training: Equivalent to a bachelor's degree from an accredited college or university with major coursework in environmental or civil engineering, environmental planning, natural resource management or a related field.Experience: Seven (7) years of increasingly responsible professional experience related to water supply planning, water facility master planning, , environmental permitting and regulatory compliance, and/or watershed management, including at least three (3) years of administrative budgeting and supervisory or management experience.Knowledge, Skills & Abilties:Principles and practices of water utility planning and operation, including the relationship between land use planning and demand on water facilities and development of utility rates and charges. Principles and practices of environmental planning and management including impact assessment and permitting, compliance with environmental regulatory processes, watershed management and integrated regional water resource management.Principles and practices of water resource planning and management relative to procuring and maintaining water resources.Principles and practices of negotiating complex agreements related to water resources, water service and facilities.Principles and practices of inter-agency collaboration on a regional and state-wide basis, including regional planning studies and policy development.Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.Principles and practices of organization, administration and personnel management.Principles and practices of budget preparation and administration.Principles of supervision, training and performance evaluation.Principles and practices of business correspondence and report writing.Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.Lead, plan, direct and control the administration and operations of the Planning Department, including oversight of highly complex, technical research and modeling activities.On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; problem solve department related issues; remember various personnel rules.Develop and implement department policies and procedures.
