The City Engineer is responsible to plan, organize, direct, and manage the City Engineer functions of the Public Works Department; to be responsible for the development, organization, and administration of the City of Salinas capital improvement projects; to develop and update engineering standards; to perform a variety of the most difficult and complex professional office and field engineering work; to prepare plans, designs, and specifications for a variety of City projects; to review work prepared by outside consultants; to prepareengineering reports, to supervise, train, and evaluate work for staff assigned to the City Engineer function; to monitor work-flow and seek outside consultants to maintain Capital Improvement Project schedule; and to provide professional engineering consultation for the City Council, City Manager, Department Director, and other City staff.
This a management level position that performs highly skilled managerial and supervisorial duties. Distinguished from other lower level jobs by its experience, expertise, and performance of complex and high-level responsibilities. May serve as the Department Director in the Director's absence.
ESSENTIAL JOB FUNCTIONS:1. Coordinates, reviews, and manages all Public Works Department capital improvement campaigns and programs; provides support and guidance for the formation, planning, permitting, land survey, design, construction, and inspection of city infrastructure projects; oversees projects with transportation, parking, traffic engineering, sewer, storm drain, and environmental programs.2. Manages, administers, and participates in the planning, development, and implementation of the Public Works budget; makes recommendations regarding expenditures, revenues, and purchases; researches and reviews outside funding opportunities to support the budget and provide additional resources for the City projects.3. Prepares Request for Proposals (RFPs) for technical and professional services.4. Negotiates and administers contracts with consultants and/or outside parties.5. Oversees the development engineering team; consults and collaborates with various personnel on proposed developments, reviews plans, and ensures reports are created to specifications.6. Provides technical support and professional advice to the Public Works Director, City staff, Department heads, the City Manager, City Council, developers, residents, landowners, business owners, and other agencies; establishes and builds relationships that support, regulate, or collaborate with the City.7. Serves as a point of contact and represents the City at a wide range of meetings and conferences; engages professionally with other departments, governmental agencies, regulatory bodies, advisory boards, and others to promote quality service and professional standards.8. Provides City Lead Engineer in services for all regulatory permits, codes, and standards pertaining to engineering and construction within the City; administers and is responsible for the City's storm water permit; and serves as the Americans with Disabilities Act (ADA) coordinator and the Federal Emergency Management Agency (FEMA) floodplain management local administrator.9. Manages, directs, and evaluates staff within the Engineering Division; participates in the selection process, termination actions, and performance evaluations; ensures proper training, supervision, and management of engineering, transportation, development, and energy divisions.10. Ensures that project schedule, financial goals, and overall quality performance objectives are met.11. Coordinates, manages and monitors the progress of assigned projects and programs at all stages of development to ensure timely, efficient, and cost-effective progress.12. Suggests, discusses, and implements strategies to improve project delivery service.13. Performs project management activities which achieve, but are not limited to, planning, establishing and creating project performance and design objectives, schedules, budgets, regulatory compliance, process and project documentation.14. Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects to the City Council, as well as various boards, commissions, and committees, as assigned by the Public Works Director.15. Serves as a liaison for the department to other City departments, divisions, elected officials, outside agencies, and the public; attends meetings in various locations; provides staff support to commissions, committees, and task forces; participates in community events and workshops that provide publicinformation regarding departmental programs, projects, and services; explains and interprets departmental programs, policies, and activities.16. Performs other duties as assigned.
Typical Decisions: The incumbent will make decisions daily regarding management, oversight, direction, and operations of the Public Works Department. Works with only limited supervision and makes wide ranging personnel and work delegation decisions.

Education: Bachelor's Degree from an accredited college in civil engineering or a related field.
Experience: Six years of professional engineering experience including four years in program or project management, and four years of supervisory experience. Administrative experience in municipal government is preferred.
Licenses and Certifications: A valid State of California Driver's License; must be a registered Civil Engineer in the State of California.
