The City Engineer is a newly created in-house management level position that will serve as a key member of the City of Eastvale’s Community Development Department and Management Team. The ideal candidate is a highly experienced, and adaptable leader with a growth-mindset and proven record of achievement. The City Engineer has a unique, once in a lifetime opportunity to work with sophisticated development, to design a downtown destination, and to develop large scale projects. The position will focus on bringing uniqueness to the City that will create places for people to prosper and connect. Further, the selected candidate will serve in elevating the quality of development in the City with a “can do” attitude and “get it done” approach to work in a fast-paced environment working closely with a talented, energetic, and highly engaged team of City staff.

Modern principles, procedures, practices and standards of municipal civil engineering; land development, surveying methods and techniques; municipal engineering laws, ordinances, codes, specifications and plans; engineering project inspection methods; water and wastewater systems/plants; modern developments, current literature and sources of information regarding engineering; principles and practices of contract administration; traffic engineering fundamentals and use of standard equipment used in the engineering profession; basic principles of mathematics; control surveys for horizontal and vertical datums necessary for use by private engineers; applicable federal, state and local laws, codes, and regulations; principles and practices of management, organization, budget practices, administrative procedures and fiscal management; methods and techniques of supervision, training and motivation; methods and techniques of scheduling work assignments; standard office procedures; pertinent federal, state, and local laws, codes, and regulations; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; proper English, spelling and grammar; methods and techniques for report preparation and writing; occupational hazards and standard safety practices.
Manage, oversee, review, and perform complex engineering computations; check, design and supervise the preparation of engineering plans and studies; plan, organize, direct and evaluate the effectiveness of assigned program activities; exercise supervisory control over complex professional and technical tasks; perform the full range of professional civil engineering tasks; prepare and administer a budget; safely and effectively operate engineering tools and equipment; interpret, explain and apply applicable laws, codes and regulations pertaining to municipal public works design and construction; analyze and evaluate design drawings and specifications; prepare and manage project budgets; negotiate with citizens, property owners, contractors and other agencies; oversee the maintenance of detailed project management records and documentation; make adjustments to standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze complex issues, develop, and implement an appropriate response; follow written and oral directions; promote and observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective and collaborative working relationships with City personnel and the public; operate an office computer and a variety of word processing and software applications; safely and effectively operate surveying instruments. Possession of a valid Class “C” California driver’s license and a satisfactory driving record.

Stage 1 –The first stage in the selection process will consist of a review of each applicant’s employment application, resume, and cover letter. Applications that are incomplete and/or that do not meet the minimum combination of education and experience will not be given further consideration.
Stage 2 – The second stage in the selection process will consist of review by subject matter experts who will evaluate and rate the candidates’ applications and resumes in order to determine those that most closely demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. Successful candidates who most closely meet the defined criteria will be invited to participate in the next stage.
Stage 3 – The third stage will consist of interviews with a panel of subject matter experts, where candidates will be evaluated and rated on responses to pre-defined questions. Candidates may also participate in a skills-based performance test. Candidates must achieve a passing score to be placed on the eligible list for employment consideration.
First round of interviews are tentatively scheduled the week of August 3, 2020.
Stage 4 – The fourth stage will consist of an interview with the Community Development Director and/or City Manager. Finalists will then move into background and reference checking.
Second round of interviews are tentatively scheduled the week of August 10, 2020.
The City of Eastvale reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
The ideal start date for this position is on August 31, 2020 (negotiable).
