Under the general direction of Chief Operations Officer – Rail, the Director of Wayside will be responsible for all construction and maintenance on and along the NCTD right-of-way, including rail infrastructure, civil, signal, and systems projects constructed and maintained in compliance with the specifications and regulations of the Federal Transit Administration (FTA), the Federal Railroad Administration (FRA), the California Public Utilities Commission (CPUC), and other regulatory and governing agencies. S/he provides complex administrative and organizational support to the Chief Operations Officer – Rail.
This position is distinguished by its overall responsibility and independent authority and direct coordination, implementation, and oversight of wayside projects including internal and third-party project from outside agencies including SANDAG and all wayside maintenance. This position is designated as “at-will” in accordance with the NCTD Employee Handbook. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines.
This position reports to and works under general direction from the Chief Operations Officer – Rail. This position will oversee and monitor the work of contractors and has direct supervisory responsibility for Department staff. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Normal working conditions for this position are in both an office and field setting. Job duties frequently require the necessity to work beyond normal office hours for emergency call-outs, evening and weekend meetings. Involvement in the community and direct contact with member cities, the public, transit users and others is a regular part of this position. Business travel will be required between District sites, governmental agencies, consultant’s facilities, and other locations.
