Under the general direction of the Executive Director, the Chief Operations Officer- Rail (COOR) is responsible for all facets of rail engineering, rail operations and maintenance for COASTER and SPRINTER, including daily operations, vehicle maintenance, signals, and right-of-way. Distinguishing CharacteristicsThis position is distinguished by its overall responsibility for all aspects of rail services including administration and oversight of contractors and/or District personnel. Departments included are Rail Operations, Rail Systems, Maintenance of Way, and Rail Engineering. Emphasis is placed on safe, high quality, cost-effective service delivery, maintenance of railroad assets, and effective capital project delivery. This is an "at-will" position and serves at the pleasure of the Executive Director. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines. Supervision Received and ExercisedThe Chief Operations Officer-Rail reports to the Executive Director and is responsible for the direct and/or indirect supervision and management of all division personnel. Additionally, this position provides oversight to contractor personnel. This position serves in a proactive, leadership position that ensures that NCTD's Rail Operations is conducted in a safe and efficient manner that meets regulatory requirements and industry best practices. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Working ConditionsNormal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.
