Job Summary: Under direction, design and supervise the preparation of, and monitor County civil engineering projects. Prepares County Commission agenda items to address various County-wide engineering problems. Notifies property owners of property impacts and construction schedules of projects. Completes all necessary reports, charts, graphs, correspondence, and reports. Monitors the work and progress of consultants on construction plan development and construction cost estimates, including ensuring that plan development criteria are followed, reviewing plans for errors and omissions, and making schedule due date adjustments as necessary. Prepares bid packages for construction projects, holds pre-construction conferences, and reviews consultant pay requests. Participates with the County’s Rights-of-Way consultants in obtaining necessary rights-of-way necessary to proceed with construction. Coordinates with contractors, other departments and agencies, and other interested parties to solve construction difficulties and problems and makes adjustments in original designs as needed. Responds to citizens’ questions and comments in a courteous and timely manner. Performs other related duties as assigned.
Note: During emergencies and disasters affecting Chatham County, you may be required to report to work as part of a disaster operations team.
Minimum Qualifications: Bachelor’s Degree in Civil Engineering, Civil Engineering Technology, or a closely related field; and considerable experience in Civil Engineering; or any combination of training and experience. Knowledge of all pertinent Federal, State, and local laws, codes, ordinances, and regulations. Knowledge of environmental impact issues, laws, and regulations. Substantial knowledge of generally accepted construction standards and construction methods, materials, techniques, phases, practices, and procedure. Ability to develop complete and accurate plans, specifications, and construction notes. Ability to deal effectively with angry and emotional citizens and homeowners and address their concerns. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Must possess and maintain a valid driver's license.
