Under general direction, leads the Lynnwood Link project team in planning, directing, managing, and overseeing all activities for all phases of the Lynnwood Link Extension project, including final design, construction, start-up/testing, and rail activation involving high-risk heavy civil construction combined with the installation of state-of-the art systems such as signals, communications, and traction electrification for a fully-integrated high-capacity transit system; assists the department Executive Director in strategic oversight including planning, directing, and managing of activities and operations of the DECM department.
ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Directs, manages, and oversees the Lynnwood Link Extension performance including scope, budget, schedule, risk, safety, security, and quality for all phases of the project that includes final design, construction, start-up/testing, and rail activation; leads the Lynnwood Link organization to deliver this complex Project; takes lead responsibility to ensure that this project is designed and constructed in accordance with Sound Transit’s (ST) policies and procedures; leads responsibility to ensure that this project is delivered to ST Operations as a safe, secure, and reliable high-capacity transit system.• Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.• Embraces agency values in activities and focuses on internal and cross-departmental collaboration to reach successful outcomes on matters that impact Lynnwood Link and other agency projects.• Assists the DECM Executive Director and senior management team in the oversight of strategic planning and implementation of activities and operations of the DECM department; and performs other duties as directed by the DECM Executive Director.• Maintains effective working relationships and communications with ST Board, federal- state- and local-officials, project partners such as WSDOT, FTA, FHWA, PMOC, and AGC; and key community stakeholders; and actively participates in the ST/AGC Best Practices Committee and represents the Agency at the FTA’s bi-annual Construction Roundtable Forum.• Coaches, trains, and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the department and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline, and termination procedures as appropriate/necessary.• Actively participates in ST’s Senior Management Team and assists in the planning and implementation of strategic business priorities.• Develops, administers, maintains, and oversees the annual budget for the Lynnwood Link Extension; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; and reviews and approves department expenditures and implements adjustments. • Provides support to the department and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group and industry meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices.• Other duties as assigned.
Education and Experience:Bachelor’s Degree in civil engineering or closely related field and eight years of experience in engineering and/or construction management that includes project management of large, complex projects and four years of staff supervisory, budgetary, and management responsibility, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications: Valid state driver’s license.
Preferred Licenses or Certifications:A valid certificate of registration as a Professional Civil Engineer issued by the State of Washington.
