Lead the development of a modern, regional fare collection system, and then lead an enterprise effort to adopt and implement that regional solution across all modes of transit, directly supporting mission-critical agency goals. The successful candidate will demonstrate strategic thinking ability, ability to coordinate across multiple work streams many of which are not under direct control of the program; ability to drive teams to consensus will be critical to success. This position will plan, coordinate, and oversee a broad mix of agency strategy, technology procurement, installation and commissioning, organizational development, business process changes, and civil work; spread across multiple phases over many years; requiring work on many fronts at the same time; under conditions of ambiguity; and oversee tactical delivery changes through the project management office.
ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Ability to maintain a strategic focus in the face of changing timelines and requirements while continuing to drive the consensus necessary to deliver value to the agency and the region.• Plans, directs, coordinates, and assesses the work of staff assigned to the program; manages project consultants and vendors; monitors work activities and coordinates schedules, projects, budget guidelines, and programs; makes effective decisions and recommendations to the project steering committee; drives issue resolution through program and project governance.• Manages the portfolio of interrelated sub-projects within the complex, multi-year overall Fare Systems Program; manages project change control through project governance.• Provides oversight of the project team through the entire Fare Systems Program lifecycle, including agency team leads, consultant resources, and vendors; coordinates training; manages project team relations; manages the workflow and prioritization of work and measures the performance of the child projects' scope, schedule, and budget.• Manages performance of assigned teams, consultants, and vendors; takes appropriate mitigating and corrective actions when necessary; provides advice and counsel to staff and to the program steering committee.• Coordinates and ensures Sound Transit’s meaningful participation in the ongoing design and development of the regional solution; plans and provides oversight to Sound Transit’s design, installation, and commissioning of that regional solution, including changes to related business processes; includes delivery of front office hardware solutions, enabling infrastructure, any related system or data integrations, and decommissioning of legacy components; and coordinates the release of fare systems changes with other large capital and system expansion programs.• Supports Finance, Design Engineering and Construction Management, Operations, and IT Divisions in the development of effective cross-departmental strategy, including representation of status and risks to the CEO level.• Provides policy and staff assistance to the Agency Board, Steering Committee, and associated groups on any program issues and provides recommendations on strategies to resolve these issues; recommends modifications to functional areas, policies, standards, and procedures as appropriate; and conducts follow-up to ensure that the issues have been resolved and that the project remains on schedule.• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices.• Other duties as assigned.
Education and Experience:Bachelor's Degree in business management, information systems, engineering, systems integration, project management or closely related field and eight years of experience managing the design and implementation of large and complex projects with multiple stakeholders; OR a combination of education and experience.

Preferred Licenses or Certifications:• Masters' Degree in business management, information systems, engineering, or project management.• Current Project Management Professional Certification.

Preferred Knowledge of:• Principles and standards of enterprise technology systems, Intelligent Transportation Systems (ITS), or fare collection systems.• Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
