GENERAL PURPOSE: Under general direction of the DED of PC & VE supervises and coordinates the activities of professional Project Control staff in performing a full range of advanced level professional duties specific but not limited to; Systems and Rail Activation, Startup, and Commissioning for the Agency Capital Program, serving as senior technical expert and team leader for critical project control functions for a variety of project control support activities including those involving tracking, updating, and reporting contract and project progress for cost, schedule, and scope; serves as technical advisor to teams related to project controls systems and procedures to achieve on-time and on-budget goals; leads and trains staff and project consultants; provides guidance and coordinates work activities on program-wide systems, rail activation, and start-up with other project control staff to assist in completing the required tasks on the projects; coordinates activities relating to all systems contracts, rail activation, start-up with other programs, civil systems integration teams, divisions, Departments/Offices, and outside agencies; and provides highly responsible and complex administrative support as required..ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.• Assume responsibility for the implementation and administration of tools and procedures required to effectively manage, monitor, control and report on systems, rail activation, and start up work/contracts for the Agency’s capital program. Assume supervisory responsibility for the services and activities that ensures effective management and control of related cost, schedule, scope, and risk; including a series of inter-related projects or functional areas of significant depth and complexity.• Train, coach, and motivate staff; coordinate and/or provide staff training; and manage employee relations; manages the workflow and prioritization, coordinate, and review the work of assigned staff; provide constructive feedback; evaluate performance and work with employees to correct deficiencies; and make effective suggestions and recommendations for improvement.• Assist and participate in the development and implementation of goals, objectives, policies, and priorities for assigned projects, services, and functional areas within the Project Control Program area; recommend and administer policies and procedures.• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Agency/Departmental policy, appropriate service and staffing levels.• Coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.• Assume project supervision for project scheduling, construction cost estimating, risk management, value engineering, capital and operating budgeting, administration of progress payments and change orders, cost forecasting, configuration management, and progress reporting areas.• Supervise processes required to develop annual and lifetime project budgets for the capital program; ensure projects within the capital program are properly planned and documented with financial needs and with sufficient justification to support the project goals and program objectives.• Assume responsibility for the development and implementation of baseline cost estimates and schedules for assigned projects; ensure the full integration of scope, schedule, costs, risk, and resources; control change to project and contract through formalized change control procedures for scope, schedule, and budget.• Supervise the administration and approval of change orders, requisitions, and progress payments for professional services and construction contracts; support the procurement of new contracts and administration of contract modifications to scope, budget, and schedule.• Conduct project risk assessment and risk analysis; coordinates with the project team to ensure that project risks are actively managed and mitigated; periodically updates the project risk register and prepares risk mitigation reports; facilitates the establishment of a risk and contingency management plan for assigned contracts/projects; and tracks and forecasts contingency draw down, and prepares monthly contingency reports.• Participate in the implementation and coordination of the Agency’s Project Control System with line of business project management for capital and operating projects.• Serve as the liaison for the assigned Project Control Program with other programs, divisions, Departments, and outside agencies; negotiate and resolve sensitive and controversial issues.• Evaluate and report status of schedule and budget performance for assigned projects and programs to DED of project control & VE, Executive project director, Agency management, project stakeholders, and oversight organizations.• Produce timely reports on assigned projects; identifies trends, potential project risks and issues; forecasts and associates risks and issues with cost provision for possible solution or mitigations; provides support in the continued refinement and production of progress and performance reports, development of organizational improvements, procedures and policy development, management plans, data entry manuals, sharing of lesson learned from assigned segment/contracts as well as legacy factors; reviews Contract Management System/E1 integration reports to ensure proper integrating of accounting takes place for assigned contracts.• Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.• Provide responsible staff assistance to the assigned Department Head (Director/Chief Officer) or designee; conduct a variety of organizational studies, investigations, and operational studies; summarize and analyze program issues and provide recommendations to the Department Head on strategies to resolve these issues; recommend modifications to functional areas, policies, and procedures as appropriate; conduct follow-up to ensure that the issues have been resolved.• Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate.• Respond to and resolve difficult and sensitive citizen inquiries and complaints.• Perform related duties as directed by the DED of Project Control & VE.• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices.• Other duties as assigned.
Education and Experience:Bachelor Degree from accredited college or university in engineering, architecture, construction management, or closely related field, six years of project controls and reporting and minimum 2 years of supervisory experience or equivalent in a lead capacity as senior project control specialist/engineer experience for large, complex projects; OR an equivalent combination of education and experience.Required Licenses or Certifications:Valid state driver’s license.Preferred Licenses or Certifications:Certification as Certified Cost Professional (CCP) by AACEI is preferred.Required Knowledge of:• Project controls principles and practices including principles of scheduling, risk management, VE, contract administration, public procurement processes, cost estimating, and document control.• Operational characteristics, services, and activities of a project control program area.• Public procurement practices and contract administration principles and practices.• Financial accounting and work breakdown structure and its application to scope of project work.• Methods and techniques of data collection, research, and report preparation, statistical and financial analysis.• Principles and practices of budget preparation and including budget control/monitoring techniques.• Various scheduling software and computer estimating systems.• Pertinent federal, state, and local laws, codes, and regulations.• Partnering and negotiation principles and practices.• Principles of business letter writing and basic report preparation.• Principles of customer service.• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.• Principles, practices, and procedures of leading programs/projects.• Principles and practices of lead supervision and training.Required Skill in:• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.• Utilizing contract management and financial system software and computer systems including relational database systems, scheduling systems, computer estimating systems, and budget control monitoring systems.• Demonstrating a positive customer service orientation with both internal and external clients.• Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, and local, state, and federal agencies.• Using technical concepts and general project management tools and techniques to effectively coordinate project control activities and functions and solve complex problems in creative and effective ways.• Reviewing and evaluating change compared to contract terms.• Preparing clear and concise analytical, administrative and financial reports.• Applying project management techniques and principles.• Working cooperatively with other departments, Agency officials, and outside agencies.• Applying project/program lead methods and procedures. Physical Demands / Work Environment: • Work is performed in a standard office environment.• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, potential physical harms, and extreme noise when conducting site visits and when working in the field.• The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
