Under administrative direction, leads the regional, multi-agency project to design, build and implement the next generation ORCA regional electronic fare collection system across multiple phases of development; provides oversight of the regional project team, vendors and consultants to provide an integrated, end-to-end fare collection system; manages the transition of the current ORCA fare collection system to next generation ORCA system; ensures effective communications and coordination with associated project stakeholders and participating agencies, including the ORCA Joint Board and Steering Committee.
This is a regional position, working across seven ORCA partner transportation agencies, which includes Sound Transit. This position will be responsible for building and later expanding upon the region-wide fare collection system, which involves integration and migration projects across each of the ORCA agencies.
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Plans, directs, coordinates, and assesses the work of staff assigned to the project from various partner agencies; manages project consultants and vendors; monitors work activities and coordinates schedules, projects, budget guidelines, and programs; makes effective decisions and recommendations to the Steering Committee; drives risk management and issue resolution through project governance.• Manages the portfolio of interrelated sub-projects within the complex, multi-year overall next gen ORCA program; manages change control across the various projects. • Provides oversight of the project team through the project lifecycle, including agency leads, consultant resources and vendors; coordinates training; manages project team relations; manages the workflow and prioritization of work and measures the performance of the project scope, schedule and budget.• Manages individual performance of assigned staff, manages collective performance of program team, consultants and vendors; takes appropriate corrective action when necessary; provides advice and counsel to staff, Steering Committee and Joint Board as necessary.• Plans and provides oversight to the overall systems design work and related business processes; includes design and delivery of front office hardware solutions, applications, back office software and hardware, systems integration, and managing change of impacted business processes; manages effort to integrate the current system with the new ORCA during the transition phase; responsible for additional integration of multiple vendors to provide an integrated, end-to-end regional fare collection system.• Supports community relations, customer service, and public information effort(s) for responses to media, peer, and customer inquiries and complaints applicable to the next generation ORCA program.• Provides policy and staff assistance to the Joint Board, Steering Committee, and associated agencies on any program issues and provides recommendations on strategies to resolve these issues; recommends modifications to functional areas, policies, standards and procedures as appropriate; and conducts follow-up to ensure that the issues have been resolved and that the project remains on schedule.• Following the initial launch of the new ORCA system, continues oversight of projects to reach system acceptance, and leads additional phased projects during operations for system enhancements and additional features.• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices.• Other duties as assigned.
Education and Experience:Bachelor’s Degree in business management, information systems, project management, engineering, or closely related field and eight years of experience managing the design and implementation of large and complex projects with multiple stakeholders; OR a combination of education and experience.

Preferred Licenses or Certifications:• Masters’ Degree in business management, information systems, or project management.• Current Project Management Professional Certification.
