DescriptionUnder direction of the Director of Public Works and/or the City Engineer, the Deputy City Engineerdirects, manages, coordinates and supervises the Engineering Division and general office staff in theplanning, design, construction and the maintenance of public works improvements, including thecoordination and administration of contracts for Public Works; coordinates assigned activities with otherCity departments and divisions and outside agencies; provides highly responsible and complexadministrative support to the Director of Public Works and/or the City Engineer; assists in thepreparation of the department budget and capital improvement programs; as assigned, acts as the CityEngineer in the absence of the City Engineer with no additional compensation and performs relatedduties.

EXAMPLES OF ESSENTIAL FUNCTIONS:The following functions are typical for this classification. May perform the administrative, policy and technical duties of the Director of Public Works and/or theCity Engineer; manage and ensure compliance of environmental programs, such as the storm waterprogram and water conservation program.
Represent the Public Works Department to maintain liaison with appropriate County, State, and Federalagencies and community stakeholders as assigned; coordinate with the Field Operations Division toimplement projects and programs.
Manage, direct, coordinate and supervise daily operations of the Engineering Division;
Delegate specific projects and tasks to engineering staff, assist in the preparation of the budget andCapital Improvement Programs for the Public Works Department;
Prepare and review engineering plans and specifications for the construction of streets, sewers, stormdrains, structures, water distribution facilities, street lighting and traffic control facilities;
Responsible for administration of construction and professional services contracts, prepare plan layouts,details and drawings;
Prepare engineering calculations, monitor and evaluate the efficiency and effectiveness of servicedelivery methods and procedures;
Prepare and present staff reports and other necessary correspondence, meet with private developersand engineers to review private developments and related public works improvements for conformanceto City standards and policies, resolve any problems related to these developments, ensure compliancewith appropriate laws and guidelines;
Approve engineering plans and specifications, supervise the making and spreading of assessments,oversee special assessment districts, prepare cost estimates; supervise and direct lower levelengineering personnel and general office staff in operation of all phases of public works responsibilities;Secure grants, make presentations to business and community groups, City Commissions and CityCouncil, and perform related duties as assigned.
MINIMUM & DESIRABLE QUALIFICATIONS:Education and ExperienceAny combination equivalent to a Bachelor of Science Degree in Civil Engineering or related field and five(5) years of responsible professional experience in the design and construction of Public Works projectsincluding three (3) years of supervisory experience.
License/Certification/Special RequirementsCertification as a registered Civil Engineer (P.E.) from the State of California; possession of a validClass "C" California Driver's License and proof of insurance is required at appointment and throughoutemployment in this position.

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed tothis position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice programprovides information on the incumbent's driving record and Driver's License status on a periodic basis tothe City of South Gate. An employee assigned a City vehicle must acknowledge receipt andunderstanding of City Administrative Regulations covering the use of City vehicles.
