The City of Carlsbad seeks a dynamic City Traffic Engineer with strong working knowledge of traffic engineering and transportation planning principles and practices to join the Transportation Department of the Public Works Branch. The City Traffic Engineer is a division manager and will manage the Traffic and Mobility Division which includes traffic engineering, traffic signal systems and transportation planning services. The Traffic and Mobility Division is supervised by the Transportation Director. The City Traffic Engineer will, under general direction; plan, organize and direct the Traffic and Mobility Division to perform highly complex traffic engineering work in the planning, design, construction, maintenance and operations of transportation related facilities. The City Traffic Engineer will also coordinate activities with other departments, governmental agencies and other outside organizations; provide technical and administrative staff assistance.Carlsbad - The Community: This nearly 40 square mile city is ideally situated in north San Diego County with an approximate population of 115,000. The Branch includes a variety of Divisions including Administration, Environmental Management, General Services, Utilities and Transportation. More than 173 full time staff support the Branch which has an annual budget of $90 million, along with a total Capital Improvement Program appropriation of $260 million. The Department: The Transportation Department supports the planning, design, and construction and inspection of the city and private development projects; keeps people and traffic moving; and cares for transportation and drainage infrastructure systems. The Division: The Traffic and Mobility Division includes traffic engineering, traffic signal systems and transportation planning services. Manage the Traffic and Mobility Division which includes a staff of eight and lead the Division in the delivery of the services noted below. Current staff in the Division includes Civil Engineers, Traffic Engineers and Transportation Planners.Direct and implement the development of the Division goals and operating policies and procedures relative to the areas of traffic engineering and transportation planning.Services and responsibilities of the position and the Division include following: Serve as the lead support staff member to the Traffic Safety Commission and as the chair of the Traffic Safety Coordinating Committee. Develop and administer the division budget; evaluate staffing needs, equipment, materials, and supplies with key management staff; monitor and approve expenditures. Prepare written reports on traffic engineering and transportation-related projects. Represent the city in the community and at professional meetings as required.Coordinate traffic engineering and transportation planning activities with those of other departments, governmental agencies and other outside organizations; and resolve problems and complaints. Negotiate complex agreements. Prepare, review, and interpret agreements and contracts and prepare for signature.Coordinate and/or participate in overall transit planning, long-range transportation planning, special planning/development studies and overview of private development traffic impacts.Collect and analyze data, conduct special studies, and perform other work necessary to maintain an up-to-date inventory of traffic control devices, streets, and related transportation elements.Traffic engineering work involving the design and installation of various transportation facilities such as traffic lighting, traffic channelization, traffic control/calming devices, bikeways, walkways and providing for traffic safety in accordance with established city standards; review and sign plans and work orders; review and approve plan revisions. Oversee the planning, design, installation, maintenance and operations of the city's 180 traffic signals and the associated Traffic Management Center.
