The Engineering & Water Resources Division of the Department of Utilities is seeking a SeniorEngineer in the Development Review & Floodplain Management Section. The Senior Engineer isresponsible for managing the City's floodplain-related projects and staff. Typical responsibilitiesof the position include managing a variety of contracts and grants, writing annual reports,updating the City's Flood Insurance Rate Maps, and reviewing hydraulic models. Additionally,the Senior Engineer will review proposed development projects to assure compliance withfloodplain regulations, assure City compliance with federal, state, and local requirements,provide technical support and subject matter expertise for other City staff, manage the City'sCommunity Rating System program, answer questions from the public regarding flood risk andflood insurance, conduct public outreach, and update the Comprehensive Flood ManagementPlan, Hazard Mitigation Plan, and Watershed Management Plan. This position also functions as arepresentative of the City on floodplain issues, serving as the City's liaison to variousstakeholders, external agencies, and the public.
The ideal candidate for this position has strong leadership skills and project managementexperience. The department is looking for someone self-motivated with experience workingeffectively in a team environment. Extensive knowledge of floodplain management in theSacramento region would be beneficial for candidates when applying for this position. A broadunderstanding of contract and grant management and experience coordinating with outsideagencies is desirable. The ideal candidate will also have experience working with the public andconducting public outreach.
Under general direction, the Senior Engineer participates in the conduct of complicated civil,electrical, or mechanical engineering planning, design, and assessment activities; developsplans; inspects sites and assists in problem resolution; coordinates engineering related activitieswith other City departments and outside agencies; conducts engineering planning studies;prepares grant applications.
This advanced journey-level class is populated with multiple incumbents. Senior Engineersperform the most complex professional civil, electrical, or mechanical engineering workrequiring a substantial level of professional training. Incumbents may also lead professional andtechnical personnel on a team or project basis. Assignments require the exercise of independentjudgment and initiative in scheduling, assigning, and coordinating the work with that of otherunits, referring only unusual or highly-complex problems. Senior Engineer is distinguished fromSupervising Engineer in that the latter manages broad professional engineering categories, suchas electrical, mechanical, civil, traffic, water, and sanitation. The classification of SeniorEngineer is distinguished from that of Associate Civil Engineer in that the former serves asproject or team leader and performs the most complex and highly skilled engineering workwhile the latter is the journey level in the registered engineer series.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by a Supervising Engineer or a division head. Incumbents mayoversee a project team consisting of professional and technical personnel staff assigned to aproject.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develops, plans, and estimates work orders for the construction of public works projects;inspects project sites, assists in solution of difficult problems; interprets specifications andCity policy; makes change orders.Participates in the selection and management of consultant engineers for the developmentof plans and specifications, studies and reports; reviews plans for construction preparedby private engineers; may supervise, train, and evaluate professional and technicalsubordinates.Checks computations and specified materials for accuracy and conformance withregulations; reviews and makes recommendations on technical reports and studies.Initiates and conducts engineering planning studies to identify public works facility;reviews and participates in the preparation of environmental assessments and studies;prepares periodic project status reports; checks private building plans for compliance withCity building codes and ordinances.Serves as staff to a variety of City commissions, boards, and committees on public worksengineering matters; coordinates engineering related activities with other Citydepartments, divisions, and sections and with outside agencies.Prepares various applications for State and Federal grants; assists in the preparation andadministration of budget and capital improvement plan.Performs other or related duties as assigned.

EXPERIENCE AND EDUCATIONExperience:
Four years of experience in professional engineering work in area of assignment including somesupervisory experience and/or highly complex civil, electrical or mechanical technical work.
Possession of a Bachelor's degree from an accredited college or university in an engineeringdiscipline related to the area of assignment.
