This senior level position serves in a leadership role in the Capital Program Management Office (CPMO) of the Watershed Protection Department (WPD).
The CPMO provides programmatic support for the WPD Capital Improvement Program (CIP) project delivery teams in Watershed Engineering and Environmental Resource Management along with the department’s Planning and Financial Management divisions. Objectives of the CPMO are accelerated delivery, increased output and quality of the department’s CIP infrastructure projects. The CPMO’s functions include process improvements and accountability for WPD’s project delivery; QA/QC of CIP deliverables, CIP performance monitoring and reporting, CIP program/project controls, financial/resource needs evaluation, standards development and project delivery training and coaching for WPD staff. CPMO also leads the department’s asset management planning program, facilitates the in-house project delivery process, and leads CIP coordination efforts with other City departments and external entities.
The Capital Program Consultant position will primarily focus on the capital project delivery functions and report directly to the manager of the CPMO. This position requires strong leadership and communication skills along with education and experience in project/program management of civil engineering projects or strongly related field in capital project delivery and management.
Primary duties include, but are not limited to:
CIP Program Management – Identify and implement CIP project delivery process improvements and accountability systems. Establish processes to monitor and report on the performance of WPD’s portfolio of CIP projects for drainage infrastructure renewal, flood risk reduction, stream stabilization and water quality protection. Implement program controls to manage changes in scope, schedule, and cost while improving quality and reducing risk. Develop internal standard procedures for sponsoring department capital project delivery. Assist WPD Financial Management with CIP funds management and strategies, analysis, and reporting. Perform ongoing evaluation of internal program resource needs to meet established project delivery goals.
CIP Staff Support – Provide technical assistance, mentoring, and training for project sponsors and teams. Provide support for problem prioritization, in-house analysis of potential solutions, preliminary engineering, project design, permitting, construction bid and award, and project close-out. Provide staff support and act as liaison with partnering entities for internal processes such as capital contracting, permitting, and quality reviews.
Execute internal WPD QA/QC Program – Administer process and perform QA/QC reviews of WPD consultant preliminary engineering reports, design plan, and construction phase services.

Education and/or Equivalent Experience:
Bachelor's degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager, program manager and/or portfolio manager, preferably with a municipality.
