Columbia County Public Works is seeking a Engineering Technician III and/or Engineering Technician IV. These position are responsible for applying detailed knowledge of engineering design and construction methods in performing the complex drafting and computation work for public works construction design and as-built inspections; assuring compliance with plans, specification and applicable standards and using standard manual and computer drafting and surveying instruments. Plans and organizes details related to design preparation, maintenance and engineering records and other technical support. Other primary duties include performing bridge inspections, assisting the public, working with outside professional firms, and representing the County at various regional and statewide activities.
Engineering Technician III: Use computer aided drafting system; Design/draft road and bridge projects such as roadway grade and alignment, geometrics, channelization, drainage, irrigation, curbs, gutters, mass diagrams, detailed structure plans, and traffic control devices. Coordinates and checks for required clearances from local, state, and federal agencies. Prepares right-of-way plans including ownerships, property ties, closures and descriptions, right-of-way takes and remainders. Evaluates proposals from consultants and administers consultant agreements. Reviews and checks consultant or public agency plans, specifications and bid proposals. Gathers, evaluates, consolidates, and codes data for computer input. Schedules and submits plans for design reviews and public hearings. Prepares exhibits for public hearings. Prepares and maintains the county road log. Evaluate and provide recommendation for right-of-way use permits. Administrate the county traffic count program. Administer the County pavement rating system. Assist in the inspection of County projects to assure compliance with the plans, specifications, and standards. Perform surveying as necessary for the design and construction of projects.
Engineering Technician IV: In addition to the Engineering Technician III duties the Engineering Technician IV will perform complex technical engineering duties under the supervision of the County Engineer. Coordinate consultants in multiple disciplines for the design of road, bridge, and other special designs for the County. Coordinates consultants in multiple disciplines for the inspection, materials testing and other special requirements related to the construct of projects. As lead inspector, responsible to ensure construction projects are in conformance with plans, State and Federal regulations, and standard work practices. May temporarily have other engineering technicians reporting to them to assist in inspection and project management duties. As lead designer, responsible for coordinating and designing multiple projects. Ensure that plans and specifications meet all local, State and Federal requirements. May have other engineering technician(s) reporting to them to assist in design and consultant management duties. Maintain records for road, bridge, and special assignment projects. As assigned by the County Engineer, be responsible for and/or assist in the County’s bridge inspection program.
A current Washington State driver’s license and a driving record acceptable to the County’s risk manager.
Completion of two (2) years of college or a technical school program in Civil Engineering, or a related field.
Engineering Technician III: At least two (2) years progressively responsible experience. Engineering Technician IV: At least four (4) years progressively responsible experience.
Any equivalent combination of education and experience will be accepted.
