Career-seasonal positions include all the benefits of permanent employment, but does not provide employment on a full year-round basis. The period of non-pay status for this position will be in December.As Project Management Specialist provides engineering expertise for the design and construction of simple-to-complex multi-disciplined projects with the goal of improving visitor experience and protecting and restoring natural and cultural resources. Projects include: rehabilitating visitor centers, developing campsites, replacing lodging facilities, constructing employee housing, replacing water and wastewater systems and treatment facilities, relocating underground utilities, reconstructing roads, removing and replacing bridges, rebuilding trails, constructing parking and bus facilities, developing new public transportation system, removing or reusing administrative structures, rehabilitating mechanical and electrical systems and restoring park acreage to its natural state.Performs contracted and in-house engineering designs, coordinating with other technical specialists to ensure building systems and infrastructure are in compliance with applicable standards. Monitors, coordinates, reviews, and assesses the technical adequacy of plans, provides specification requirements for projects. Using value based decision methodology, analyzes project designs and specifications for possible alterations that would reduce costs without any subsequent degradation to the quality or scope of the project.Work consists of simple-to-complex, multi-disciplinary design and construction projects with challenges arising from multiple points, such as unusual, highly sensitive natural or cultural resource planning issues; multi-year phasing (affecting schedules and funding); high visibility, controversial, significant political interest and oversight; possible jurisdictional disputes; the need to apply advanced judgment to critical issues, and problems requiring unique approaches and solutions. Responsibility for the successful completion and execution of multiple projects which requires the ability to manage multiple projects in different phases of design and construction simultaneously.

Physical Demands: Work is mostly sedentary (extended periods of time working at a computer), with some walking in the parks during scoping and pre-design activities, and at construction sites during field orientation, and final/post inspection phases. There is some stooping, bending, standing, and lifting of objects up to 30 pounds. Because of project demands, considerable personal stress is ever-present. Frequently, the work requires long hours of tedious attention to detail and may include periods of intense stress because of short deadlines and changing priorities. Requires some walking over rough, uneven, rocky terrain or slippery surfaces in elevations from 500 ft. to 7,000 ft and in temperatures from 20 F to 115 F.Working Conditions: Work is performed in an adequately lighted and climate controlled office as well as in the field. Office work will require the ability to sit for extended periods of time working at a computer. Field work includes exposure to extreme weather conditions (over 100 degrees F), steep and uneven terrain, pesticides, poisonous plants, biting insects and wild animals. Work sites may occur at various points along a steep elevation gradient, in a Mediterranean climate with hot, dry summers and mild winters at low elevations and mild summers and frigid winters at high elevations. Work requires hiking in a mountainous area (elevations above 5000 feet) over a rough and uneven terrain withbackpack/tools up to several miles in a day.Work typically requires the daily operation of a motor vehicle on steep mountainous roads. Skill and knowledge to operate vehicles in a variety of conditions (i.e. - rain, fog) over a variety of mountain roads including highways, narrow roads with various surfaces, and on steep winding grades. Work includes driving to sites up to 150 miles from park headquarters.Housing information: Government housing (some accessible to persons with disabilities) within the park MAY be available on a limited/bid basis, and assigned based on management needs.The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October.
