The City of Napa's Public Works Department is currently seeking qualified applicants to fill a vacancy in the Construction Management Division. The Senior Civil Engineer - Construction Manager has management responsibility for the Construction Management Division of the Public Works Department and performs complex, professional field and office work in the investigation, design, construction, and inspection of public works or private development projects. The position is responsible for supporting and leading a division of seven (7) comprised of engineers, paraprofessionals and inspector staff. Under the direction from the Public Works Director or Deputy Public Works Director, the incumbent will perform tasks requiring: understanding of Caltrans construction management practices and principles including contract execution, oversight and processing as well as change order processes, force account work and pay estimates; understanding of Caltrans and City standard plans and specifications; construction and oversight of Public Works projects as well as private development projects; environmental impact processes, including CEQA, NEPA and regulatory agency permitting; traffic control implementation and standard safety practices.This is an exciting time for the City of Napa. Under general direction, Senior Civil Engineers supervise and perform complex, professional field and administrative work in the investigation, design, construction, and inspection of projects related to transportation, public works or private development; manage and supervise staff, directly and through subordinates; administer a divisional budget; and provide administrative and engineering assistance to developers, contractors, consultants, other agencies, and the general public as required to resolve complaints and problems and ensure successful project completion.DISTINGUISHING CHARACTERISTICS: The Senior Civil Engineer is the management level class in the professional Engineering series and is populated with multiple incumbents. Incumbents are responsible for performing the most complex professional engineering work requiring a substantial level of professional training and experience. They may also have responsibility for an assigned departmental engineering division. Assignments are general and of a continuing nature, requiring the exercise of independent judgment and initiative. Divisional assignments may be made in Engineering, Water, or Bridge and Urban Drainage. The Senior Civil Engineer is distinguished from Associate Civil Engineers in that the former is responsible for managing an engineering division.The Senior Civil Engineer is further distinguished from the Deputy Director of Public Works in that the latter is responsible for multiple divisions and has a greater level or responsibility and decision making authority.SUPERVISION RECEIVED AND EXERCISED: General direction is provided by a Deputy Director or General Manager. Responsibilities include the direct and indirect supervision or supervisory, professional, technical, support and contract personnel.
MINIMUM QUALIFICATIONS: Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Four (4) years of progressively responsible professional civil engineering experience directly related to area of assignment which included supervisory responsibilities.
Education: Bachelor's degree from an accredited college or university with major course work in civil engineering or a closely related field.
Certification: Registration as a Professional Civil Engineer in the State of California with good standing is required. Incumbents may also be required to possess registration as a Professional Traffic Engineer in the State of California as determined by assignment.
Knowledge of: Civil engineering principles, practices and methods of planning, design, and construction of public works projects; strengths, properties and uses of materials used in public works construction; environmental report processes, including CEQA; land surveying practices and principles in municipalitiesLaws, regulations, codes and ordinances related to area of assignment; effective contract administration methods and procedures; hydraulics, traffic and transportation, and structural engineering as related to public works projects; effective report writing requirements and techniques; principles, practices and methods of design for subdivision maps and improvement maps; personal computer usage; principles and practices of effective supervision; traffic engineering principles, practices and methods of planning design, and construction of traffic, transportation and public works projects; land surveying principles; current applicable traffic and design manuals.
Ability to: Manage a variety of engineering functions, such as the preparation of plans and specifications, mapping and drafting, field survey work, review of consultant designs, contract administration, and engineering studies; make complex engineering computations and check, design and supervise the construction of a wide variety of public and private facilities; supervise others in the completion of projects; make sound decisions regarding complex issues; utilize personal computers for CAD, word processing, creation of spreadsheets, and other specialized functions; analyze engineering data and prepare complete and comprehensive reports; communicate effectively both orally and in writing.
