Manages the Department of Public Service as defined by City ordinance and directed by the Mayor. Directs the organization's public services by performing the following duties personally or through subordinate managers. Manages the Streets and Sidewalks division, which is responsible for the upkeep and maintenance of the City’s streets and sidewalks. Responsible for the environmental services of garbage collection, trash collection, and street sweeping. Provides oversight of building plan review, permitting, and inspections and similar in-house technical services as required. Responsible for the enforcement of ordinances and codes related to housing, building construction, and environmental control. Supervises the Engineering Division, which is responsible for the administrative and engineering services of the Department of Public Service and other departments in the city as required by code and policy. Manages the fleet operations of the City, including the management, maintenance, and repair of the City’s fleet of motor vehicles and titled equipment. Selects, develops, and supervises staff. Prepares budget and directs expenditure of department funds and keeping of department records. Oversees planning and implementation of public service delivery systems. Directs the public service strategy of the City based on forecasting information from senior management. Serves as primary spokesperson for public service and engineering issues. Performs other duties as assigned.
Requires: Master’s degree (MA/MS) or equivalent in Civil Engineering, Business Administration, Public Administration or related field; plus ten years of related experience of which at least six must have been at a management level; or equivalent combination of education and experience. Valid state issued driver's license.
Professional Engineer (P.E.) certification required at time of application. Must obtain P.E. license in SC within 6 months of employment.
