The Systems Engineer position in the Subsonic/Transonic Testing Branch (STTB) provides engineering leadership to sustain/enhance the operational capability of STTB facilities and systems. The incumbent serves as lead engineer for developing/implementing modifications to enhance the operating performance, reliability, maintainability, and efficiency capabilities of STTB facilities in the area of subsonic/transonic wind tunnel testing, LN2 production and high pressure air production/distribution.
Serves as lead engineer for creating, modifying, and/or developing concepts that support or improve wind tunnel systems and equipment that will enhance the maintainability, reliability, efficiency, or operational capabilities of the STTB facilities. This may include developing new and/or upgrades to existing systems requiring mechanical, electrical, and/or electronic design components or hardware. Serves as expert engineering advisor in planning, organizing, and directing extensive development efforts of unique, innovative, and leading-edge engineering technologies, equipment, or systems to meet specific STTB requirements. Manages and oversees these development efforts from concept to completion.Collaborates with others to achieve solutions to complex technical issues spanning multiple disciplines that must interface with other systems/disciplines such as: cryogenics, hydraulics, electrical, mechanical systems, and high-pressured air systems. Performs project management and oversight of design work. Performs systems engineering including, but not limited to defining, developing, integrating and verifying end-to-end requirements for new or existing systems, with the objective of optimizing performance, safety, and project objectives.Identifies wind tunnel system and subsystem problems through troubleshooting, testing, and readiness methodologies. Serves as an advisor to manufacturers, engineers, agency management, other Federal and industry organizations, and contractor personnel, giving authoritative advice on proprietary projects, including those of a classified nature, relative to system/equipment testing and evaluation. Ensures compliance with Federal and agency safety requirements; develops comprehensive solutions to ensure compliance with OSHA and other guidelines.Initiates contact and provides expert technical advice and direction to contract professionals. Serves as Liaison to facility managers and contractors. Keeps the Contracting Officer, or representative, informed of progress, proposed contract modifications, validity of claims, analysis of proposals, and assessment of contract time extensions. Work complexities require versatility and innovation, the development of alternate solutions to reduce time and costs, and short cuts or compromises that are considered risky.Leads conceptual definition studies and analyses for a variety of advanced systems on proposed new projects for which no precedents are available. Generates new hypotheses and develops new concepts. Integrates various study and analytical results into comprehensive technical briefings, reports, and technical papers.
