Under direction, plans, organizes and manages the development of Agency long-term planning, including capital projects, water supply, system reliability and state and regional water issues including watershed and water conservation; recommends policies and procedures to ensure Agency compliance with all federal, state and local program requirements; coordinates assigned activities with other Agency departments, divisions and outside agencies; provides professional advice to managers on planning issues; and performs related duties as assigned.
The Deputy Manager of Planning and Environmental Resources manages professional and technical staff responsible for short- and long-term programs regarding water and wastewater facility planning and water resource projects and programs. The incumbent is responsible for communicating, negotiating and coordinating with member agencies and external stakeholders in order to provide regional and local benefits to all participants. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution.
An employee in this class typically reports to the Manager of Planning and Environmental Resources and manages the work of professional engineers, planners and inspection/technical staff.
Deputy Manager of Planning and Environmental Resources is distinguished from Manager of Planning and Environmental Resources in that an incumbent in the latter class has a wider range of management responsibility for the department and more significant planning and administration duties.

EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in planning, civil engineering, environmental engineering, water resources management or a closely related field, and at least seven years of progressively responsible experience in environmental resource planning, water management or engineering for modern wastewater/water treatment facilities, with two years of supervisory responsibility; or an equivalent combination of training and experience. A master's degree and experience in a public agency are preferred.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Registration as a Professional Engineer in the State of California is desirable.
