Seeking a candidate to provide traffic engineering expertise and supervision over the technical work of traffic engineers and transportation planners within the Traffic Engineering Section. Position will be the team lead for safety and operational analysis of roadways and intersections. Under general supervision of the Traffic Engineering Section Chief, leads an engineering team to evaluate multi-modal traffic engineering issues and to develop and study improvement alternates. Manages on-call studies for the Traffic Engineering Section. Prepares study documents and makes presentations of technical work as required. Provide traffic engineering expertise for a wide variety of projects throughout the Department. Organizes staff and other resources to ensure that projects are technically correct and completed within the project schedule. Leads the development of a county-wide spot improvement program under the direction of the Traffic Engineering Section Chief. Develops draft and final procedures for the program and manages the spot improvement team. Reviews data to identify potential spot improvement projects throughout the County. Evaluates the existing conditions at the identified locations. Develops and determines the costs, benefits and feasibility of potential improvements to the multi-modal transportation network. Develops recommendations either annually or on a rolling basis for projects to implement. Provides expertise and guidance on revising and expanding parking controls on public roadways throughout the County. Mentors, guides and trains traffic engineering staff regarding safety and operational studies. Ensures that work is done following VDOT and industry standards. Assigns projects and tasks to the traffic engineering staff and check work for accuracy and completeness. Staff management responsibilities could grow in importance as staff is added to the section. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.PREFERRED QUALIFICATIONS:Knowledge and understanding of traffic engineering principals in the HCM, MUTCD, ITE and AASHTO manuals Knowledge of traffic operational analyses, traffic simulations, traffic signal timing, safety, and planning studies Experience in utilizing, Synchro, SimTraffic, SIDRA, and HCS.
