The City of Chandler Public Works and Utilities Department is currently seeking qualified individuals to fill the full-time position of CIP PRINCIPAL ENGINEER / ENGINEER. (Depending on Experience). The ideal candidate will have technical expertise and experience in capital projects management within a municipal government setting; combined with the interpersonal skills to interface with both internal and external customers.
Classification Summary:The primary function of an employee in this class is to perform administrative and advanced professional engineering work in planning, organizing, directing, and reviewing the work of a section within the Public Works & Utilities Department. An employee of this class is expected to resolve problems of a high professional and technical nature when necessary. Supervision is generally exercised over a group of professional, paraprofessional and technical employees engaged in design, review, estimating, inspections, materials, testing, surveying, mapping, drafting and other related engineering and planning work. Essential Functions (non-exhaustive):CIP PRINCIPAL ENGINEER - (Salary Range: $82,991 - $116,210 Annually)• Supervises and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring decisions;• Plans, prioritizes, assigns, and reviews the work of staff involved in engineering design, construction management activities; • Conducts staff meetings; • Assists the divisional manager and director in developing, implementing, and revising division policies and procedures to improve efficiencies;• Confers with engineers, architects, developers, citizen groups, and other public agencies to acquire and provide information;• Makes presentations to City Council and other public and private groups;• Performs special projects as assigned;• Responds to inquiries and provides information to the public; • Investigates complaints and recommends corrective action as necessary for resolution; • Assists the divisional manager and director with developing work sections and managing the budget;• Trains new and existing staff on work methods to ensure conformance with accepted standards; conducts staff meetings; In addition, when assigned to CIP Design and Project Management:• Prepares annual workload and staffing projections for engineering design and project management; • Prepares and manages budget and schedule for projects to be implemented by the Design Section; • Supervises the preparation and review of design contracts and specifications;• Evaluates design and cost proposals submitted by consultants and/or contractors;• Provides technical reviews and recommendations on designs or reports prepared by consulting engineers;• Administers contracts between the City and vendors, consultants, and contractors;• Ensures City compliance with the Certification Acceptance (CA) agreement with Federal Highway Administration (FHWA)/Arizona Department of Transportation (ADOT) for the planning and design phases of federally funded projects;• Manages the design phase of Capital Improvement projects;• Determines the scope of engineering projects; prepares requests for proposals and contracts for consulting services; reviews plans from consulting engineers; makes technical engineering design decisions; and establishes technical criteria and standards;• Negotiates professional service agreements and cooperative project agreements with other agencies; • Provides oversight to professional staff and outside consultants in the preparation of technical and/or specialized planning or design reports; • Oversees and coordinates work performed by contracted service providers including professional engineers; provides input into selection criteria for consultants and contractors; reviews and develops requests for proposals (RFPs) and requests for bids; recommends selection of consultants. Essential Functions (non-exhaustive):CIP ENGINEER - (Salary Range: $71,151 - $99,611 Annually)• Provides project management for various capital improvement and public works projects from conceptual design through construction;• Prepares plans and specifications for bidding and construction; prepares addendums during bidding, answers bidder's questions, evaluates bids, and prepares City Council memos to award construction contracts;• Works within defined budget to negotiate contracts and amendments;• Coordinates plan review and resolution of comments with various federal, state, county, and other agencies to obtain approvals for federal funding and permits for various types of projects;• Coordinates plan review with utilities to resolve utility conflicts;• Coordinates with in-house and outside professionals to obtain easements and right-of-way for projects;• Provides technical reviews of plans and specifications for projects; prepares cost estimates for projects;• Attends pre-bid meetings and assists in resolving change orders and requests for information;• Prepares City Council memos for award of engineering contracts for review by superiors and the City Engineer;• Conducts inspections of projects to determine soundness or proper installation of unusual designs, materials, or equipment;• Evaluates consultant proposals and negotiates fees for capital improvement and public works projects; • Reviews and approves consultant and contractor invoices for various projects;• Provides technical recommendations to support Public Works management staff;• Prepares, coordinates, and/or reviews intergovernmental agreements with agencies for capital improvement and public works projects;• Coordinates impact fee assessment and credit determination for new development; provides impact fee information to developers; annually updates fees; and processes permits for impact fees;• Examines a wide variety of building plans for conformity with construction codes;• Reviews plans for structural code compliance; ensures structural safety and integrity is adequately addressed;• Provides suggestions for code changes and assists City inspectors in their understanding of engineering requirements in the field;• Monitors and reports on water and reclaimed water supply and demand to assist in long-range master planning and to ensure the City maintains its assured water supply designation;• Researches issues related to the City's water rights, water supply and demand, and effluent supply and demand; produces technical reports and analyses regarding water use and supply;• Provides technical and strategic planning assistance and advice on matters relating to use of reclaimed water, groundwater, and surface water;• Assists in obtaining ADWR permits for groundwater withdrawal, storage, and recovery of groundwater;• Coordinates water supply planning efforts with the City's water treatment and water production staff;• Assists in the preparation of requests for traffic control devices;• Assists in preparation and administration of traffic studies and surveys;• Supervises the inspection and testing of construction materials used within the City's right-of-way;• Exercises engineering judgment for quality control of engineering plans and calculations;• Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; The position available is a regular full-time position. A register of qualified candidates will be active for 6 (six) months should another position become available.
Minimum Qualifications - CIP Principal Engineer:• Bachelor's Degree in an Engineering field required; and • Seven (7) or more years experience as a registered engineer including at least two (2) years of supervisory experience; and• Registered Professional Engineer in Arizona; or• Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Minimum Qualifications - CIP Engineer:• Bachelor's Degree in an Engineering field required; and • Four (4) years' progressively responsible experience in civil engineering;; and• Registered Professional Engineer in Arizona; or• Valid Arizona Driver's License with acceptable driving record.
