The Vice President, Safety, Risk Management and Accessible Services (VP) serves as the Chief Safety Officer and is a managerial, administrative, and technical position at a senior management level that reports directly to the President / CEO. This position is responsible for the implementation of strategies to foster a safety-focused culture in an out-sourced operational environment. The department will be responsible for ensuring that, safety, risks and accessibility are considered and addressed as an integral part of all operational decisions and initiatives. The VP will ensure a commitment to effective safety oversight program administration by developing Capital Metro’s Public Transportation Safety Plan (Safety Plan) based on the principles and methods of the Safety Management System (SMS) through direct leadership, role modeling, establishing working relationships with Capital Metro personnel and implementing practices which promote accountability across all organizational levels. The position is responsible for identifying and developing short, medium, and long-range operational strategies to ensure strong safety oversight of the Capital Metro’s services including MetroBus, MetroExpress, MetroRapid, MetroRail, MetroAccess, MetroRideShare and freight rail. The VP will also ensure a positive working relationship with all levels of Capital Metro staff, service provider staff and other external stakeholders such as regulatory agencies and governmental bodies. Furthermore, the VP must comprehend and execute the necessary safety strategies to effectively and collaboratively support changes underway at Capital Metro, while remaining sensitive to pragmatic considerations in the operating environment.

This position has been identified as a “Security Sensitive” position. Capital Metro will conduct annual background checks on incumbents in this position. A position is “Security Sensitive” if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the Capital Metro that has been designated as a security-sensitive area.
SAFETY SENSITIVE POSITION
This position is identified as a CMTA safety-sensitive position. An employee in this position is required to participate in the Employer’s testing program for prohibited substances. Participation in this program is a condition of employment with Capital Metro. A safety-sensitive employee is randomly tested for prohibited drug use or alcohol misuse while the employee is performing safety-sensitive functions; just before the employee is to perform safety sensitive functions; or just after the employee has ceased performing such functions.
