Under the supervision of the Director, Systems Planning, Modeling and Data, the Principal Planner for Performance-based Analytics will develop and apply analytical approaches for performance-based planning at the North Jersey Transportation Planning Authority (NJTPA).
The incumbent will make use of existing and newly available data to support assessment, predictive, and decision-making processes. Analysis will focus on accessibility and mobility, sustainability, economic prosperity, equity, and other social and quality-of-life goals. This will continue to build the NJTPA’s systematic monitoring of performance, identification of needs, selection and prioritization of solutions, advancement of cost-effective transportation investments, and evaluation of results.
The incumbent will manage projects, supervise consultants and undertake planning activities such as: application of performance measures; mining of data on travel patterns and transportation strategies; the federally mandated congestion management process; refinement of transportation strategies into specific project concepts; and presentations of findings in written, graphic and oral reports. It will be essential to collaborate with NJTPA and partner agency staff, including from counties and state agencies engaged in highway, transit, environmental, and land use planning.
The incumbent should have experience in data analytics techniques and quantitative analysis, and visualization, with special interest in application of these skills to public sector planning and decision-making. Domain knowledge of northern New Jersey multimodal transportation planning and related issues presents a substantial advantage for the position.
