The Development Services Division Manager plays a major role in shaping Charlotte’s growth, our transportation networks and positioning our city for continued success. This position also plays a significant role in helping our community become a city of transportation choices.
This is a senior level division manager position that reports directly to the Charlotte Department of Transportation (CDOT) Directors Office. This position manages the Development Services Division and is a member of CDOT’s leadership team.
The Development Services Division Manager is responsible for overseeing all of CDOT’s regulatory functions, organized into two Sections: Land Development and Right-of-Way Management. The responsibilities of the Division include a wide variety of activities that affect City streets, including rezoning, subdivision, commercial plan review, traffic impact studies, special events/pilots (parades, runs, dockless bike share, e-scooters), utility permitting, encroachments, right-of-way abandonment, right-of-way leasing, and numerous other programs intended to accommodate Charlotte’s rapid growth and to provide vitality on City streets.
This position is responsible for managing all resources in the Division to successfully implement CDOT’s permitting and regulatory functions. This work includes hiring and development of staff, oversight of the Division’s operating budget, coordinating the various programs in the Division to ensure they are well integrated and implement applicable policies, including the Transportation Action Plan. This position is also responsible for supporting the work of the Land Development Section Manager and the Right-of-Way Section Manager by resolving complex issues, communicating important items with the CDOT Director’s Office, and communicating with City Council and citizens on various development and right-of-way management-related issues. The Development Services Manager will be a key stakeholder for various citywide policy issues, including the development of the Unified Development Ordinance. The Development Services Manager will serve as CDOT’s liaison to the land development industry and to other agencies involved in permitting activities.
The Development Services Manager is responsible for developing new policies as needed in order to effectively manage the City’s Right-of-Way and adapt to new trends in urban street design and development. The Development Services Manager is also responsible for hiring and developing staff within the Division to effectively deliver services to customers and advance CDOT’s policy goals.
