Develops, organizes and directs the programs, resources and activities through creative and strategic planning in vehicle and facility maintenance, technical support engineering including asset procurement and subsequent materials and services, and material inspection functions for Dallas Area Rapid Transit's (DART) bus, light rail/streetcar and facilities operations. This position reports to the Executive Vice President/Chief Operations Officer.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Directs and oversees the activities of personnel engaged in vehicle and facility maintenance technical support activities. Provides technical service support to the bus, rail and WSA divisions. Additionally, supports the Agency contracted fixed-route transit and Mobility Management services for compliance with the equipment maintenance requirements of the contract.• Establishes goals, policies and procedures for accomplishing the division work programs.• Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment and Affirmative Action (EEO/AA) program goals and activities.• Establishes and monitors productivity and qualitative control standards to include reliability, safety, and cleanliness of DART assets.• Develops, submits for approval, manages and oversees implementation of division operating and capital program budgets.• Oversees the creation of specifications which accurately describes the requirements for procurement of DART assets, services required of DART in the performance of its core business functions, and materials necessary to support DART team members in the performance of those functions. And, acts as the DART technical representative in overseeing the delivery of those assets/materials and services once procured.• Acts as the primary office of responsibility for development and compliance with the DART Transit Asset Management plan.• Acts as a resource to and liaison between division and various departments within DART, as well as with external contacts.• Provides oversight, guidance and support necessary to effectively integrate DART service expansion programs into existing systems.• Directs quality audit program to include new vehicle inspection, incoming parts inspection, and contractor services.• Promotes established training, safety and quality assurance programs. Refines programs as necessary to include new technologies incorporated into existing infrastructure or as part of system expansion, replacement and/or refurbishment.• Interfaces with other departments and contractors to resolve maintenance problems• Prepares and presents a variety of documents and reports for various departments within DART, as well as external stakeholders.• Perform other duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
1. Bachelors degree from an accredited college or university in Mechanical Engineering, IndustrialSafety, Automotive Engineering, Public Administration, Business Administration, or relatedfield.2. Twelve (12) years experience in transportation vehicle and equipment maintenance services toinclude a minimum of six (6) years directing and managing a staff involved in maintenanceactivities or technical support programs.3. Strong PC word processing, spreadsheet, and presentation software skills, as well as, the abilityto operate typical office equipment such as telephone, copier, calculator, facsimile, etc.4. Valid Texas Class C drivers license, no Driving While Intoxicated (DWI) convict ion within thelast (60) consecutive months, not more than (1) DWI on driving record, and not more than (3)convictions of moving violations within the last (36) consecutive months on driving record inorder to operate DART non-revenue vehicles.5. Demonstrates fiduciary obligation and probity to division, department, and DART when handlingmaterials and information of a confidential and sensitive nature.6. Excellent oral and written communication skills to effectively deliver and present withsupervisory and non-supervisory employees, government entities, consultants, vendors,contractors, and a culturally diverse community in one -on-one, small groups and large groups.7.
