Sound TransitDEPUTY PROJECT DIRECTOR - NORTHGATE LINK EXTENSIONJob #18-01265 SALARY: $114,843.00 - $143,555.00 AnnuallyOPENING DATE: 01/12/18CLOSING DATE: 01/28/18, 5:00 PM GENERAL PURPOSE:Under administrative direction, assists Northgate Link Executive Project Director in directing, managing, supervising, and coordinating the activities of Northgate Link Extension within the Design, Engineering & Construction Management (DECM) Department. Coordinates assigned activities with other programs and divisions throughout the Agency and major external partners including Washington State Department of Transportation (WSDOT), Federal Transit Administration (FTA), Federal Highway Administration (FHWA), King County Metro and the City of Seattle; provides highly responsible and complex project management, technical, policy, and administrative leadership in support to the Northgate Link Executive Project Director and the Northgate Project. ESSENTIAL FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed, rather they are a representative summary of the secondary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.• Plans, directs, coordinates, reviews and assesses the work of assigned staff, consultants and contractors; assigns and monitors work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations to the Executive Project Director and the DECM Executive Director.• Develops, manages, and implements strategies to ensure that design, construction, permitting, right of way, commissioning, start-up/testing, safety certification, and rail activation activities are coordinated and integrated successfully for the Northgate Link Extension to achieve performance goals and objectives for scope, budget, schedule, risk, safety, security, and quality; provides comprehensive analysis and coordinates resolution of complex issues involving cost, value, schedule, quality, safety and risk considerations with Executive Project Director and project management team.• Responsible for all activities necessary to obtain a City of Seattle occupancy permit for full operation of the Northgate Parking Garage, scheduled in August 2018. Also responsible for all activities required to achieve full safety certification, acceptance by ST Operations, acceptance by the University of Washington and completion of testing prerequisite to revenue service operations in September 2021• Coaches, trains and motivates the project team; coordinates and/or provides staff training; manages project team relations; manages the workflow and prioritization of work and measures the performance of the project scope, schedule and budget; manages staff and consultants and takes appropriate corrective action when necessary; provides advice and counsel to staff and the Executive Project Director; develops work plans, budgets and schedules for staff and consultant work; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary to effectively and efficiently deliver the project.• Supports the community relations and public information effort(s) applicable to the Northgate Link Project and to the Agency in general; responds to and resolves difficult and sensitive citizen inquiries and complaints.• Provides policy and staff assistance to the Executive Project Director; summarizes and analyzes program issues and provides recommendations to the Executive Project Director on strategies to resolve these issues; recommends modifications to functional areas, policies, standards and procedures as appropriate; and conducts follow-up to ensure that the issues have been resolved and that the project remains on schedule.• Provides support to the department and others on matters as directed.• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.• It is the responsibility of all employees to integrate sustainability into everyday business practices.• Other duties as assigned.
MINIMUM QUALIFICATIONS:Education and Experience:Bachelor's Degree in engineering, construction management, transportation/urban planning, or closely related field and eight years of senior-level experience managing design and/or construction of large, complex public transit projects, including alternative project delivery methods; OR a combination of education and experience.Required Licenses or Certifications:Possession of a valid Washington State Driver's License.Preferred Licenses or Certifications:• A valid Professional Civil Engineer license issued by the State of Washington.• Project Management Professional (PMP) Certification by the PMA. Required Knowledge of:• Principles and standards of civil, mechanical, electrical and systems (e.g. signals, communications, traction electrification, light rail vehicles) for light rail transit.• Project management principles and practices for a range of alternative project delivery methods traditional GCCM and Heavy Civil GCCM.• Transit systems, operations, maintenance, fire life safety systems, facilities, and planning.• Public transportation construction principles and practices.• Advanced principles and practices of governmental project controls, budget preparation, contract administration, change management and contract performance assessment.• Project development and management processes and operations of public infrastructure facilities, preferably light rail.• Procurement and management of design consultant and other professional services contracts, construction contract procurement, contract management and evaluation.• Policy, procedure, and best practices development and implementation.• Risk assessment and strategic planning.• Pertinent federal, state, and local laws, codes, and regulations as they apply to transit construction, permitting and operations.• Principles of financial management (expenditure tracking, earned value, variance identification, revenue tracking.• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.• Advanced principles and practices of governmental budget preparation and administration.• Excellent oral and written communication skills and effective presentation skills, and familiarity and comfort engaging with elected officials and the media.• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.• Principles of supervision, training, and performance evaluation.Required Skill in:• Managing large, complex public infrastructure (preferably light rail) projects during construction.• Performing high level negotiations and partnering with local jurisdictions and agencies, project partner and key stakeholders, utilities, consultants, contractors, and community groups.• Applying excellent oral and written communication techniques to inform and address concerns from various individuals ranging from Agency employees, consultants, contractors, the general public, elected officials, community leaders, and local, state, and federal agencies.• Applying advanced project management, program development techniques and project control techniques and principles.• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.• Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, and procedures for the Northgate project.• Identifying and responding to sensitive community and organizational issues, concerns, and needs.• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.• Complaint resolution and problem solving.• Presentation development and public speaking skills.• Critical and strategic thinking and problem solving.• Preparing clear and concise administrative and financial data and reports.• Working cooperatively with other departments, Agency officials, and outside agencies and stakeholders.• Developing and monitoring project budget, cost, and schedule.• Supervising, leading, and delegating tasks and authority.• Researching accounts payable transactions and reconciling accounts payable problems.• Planning and organizing work to meet changing priorities and deadlines.• Identifying and resolving general issues in a timely manner using sound judgment and effective oral and written communication.• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.PHYSICAL DEMANDS/WORK ENVIRONMENT:• Work is performed in a standard office environment, with periodic visits to project sites.• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
