The CM will report to the Principal Civil Engineer or the City Engineer. The CM is generally the day-to-day team leader for the specific projects the inspection team is responsible for inspecting, is responsible for proactively overseeing all activities of the project and must be aware of all project issues.DISTINGUISHING CHARACTERISTICSThis position is a management level position in the Public Works Inspection series. Positions in this class inspect the more complex construction projects and/or perform specialized administrative duties related to the management of information requiring the use of considerable independent judgement and initiative; responsible for procession change orders, preparing reports and closing out CIP and Development projects. SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Principal Civil Engineer or City Engineer.Provides general technical and functional supervision over inspection staff.
EXAMPLES OF ESSENTIAL FUNCTIONS – Duties may include but are not limited to the following: Meets regularly with all inspection staff to discuss and resolve project matters. Assigns projects to Inspectors and manages staff workload during absences. Assures projects are constructed in accordance with approved budget and schedule, plans and specifications, including City of Davis Standard Specifications. Coordinates and manages City sub-consultants including special inspections for construction projects. Observes, monitors and documents the work of the contractor according to established procedures, including management of all project correspondence (incoming and outgoing oral and written communications, RFIs, Memos to Designer, Field Directives, Clarification Letters, submittals, change orders, and progress payments. Evaluates and inspects traffic control plans and field traffic control, construction sites for safety, construction schedules, and construction workmanship. Develops and distributes timely meeting agendas and minutes. Ensures a high level of quality and uniformity of procedures from all Inspectors. Assists in the preparation and updating of Standard Operating Procedures (SOPs). Maintains current copy of all active contracts and change orders, actively track remaining budget. Adheres to Cities accounting project management guidelines; including, but not limited to review and approval of employee timesheets, review and processing project status reports, review and approval of monthly billing draft statements. Cultivates strong relationships with project stakeholders, including frequent communication of both construction and contract-related issues. Prepares and distributes owner-required project reports specific to each project stakeholder. Attends public meetings as necessary and as determined by each contract scope of services. Works closely with staff to provide mentorship and growth; reviews work product for quality assurance. Models excellent communication skills, both orally and in written documentation, ensuring accuracy, relevance and attention to detail. Evaluates staff, including assisting staff in the development of goals and objectives, in accordance with City policy.Monitors and encourages staff growth and training through participation in training opportunities as well as utilizing outside training resources such as seminars and online coursework. Assists other co-workers with essential departmental functions to promote smooth operation of department and appropriate levels of customer service. Oversees the implementation, use, and maintenance of all equipment necessary to undertake each project including field survey and testing equipment. Ensures Inspectors have the tools they need to properly execute their work. Performs other duties as required.
