PURPOSE:Provide expert level engineering by leading large, medium, or small projects in planning, design, permitting and construction phases for electrical design of the Seaport and Airport facilities. ESSENTIAL FUNCTIONS:This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:General:Serves as the technical specialist in the application of advanced concepts, principles, and methods. Provide engineering support and technical knowledge to other Port Departments and the Northwest Seaport Alliance (NWSA). Solicit and obtain work from project management groups. Provide coaching, mentoring and training to engineers on how to successfully design and deliver projects. Manage and Supervise Project Design Phase.Assist project and program managers in developing scope, design and construction budgets, design and construction schedules, permitting requirements, and design fee estimates including outside consultant services for multiple highly complex capital projects. Establish project work plans based on project scope. Work Plan serves as a service agreement between Engineering and Project Management (PM). Develop Basis of Design Report based on project scope. Coordinate and collaborate with PM to monitor the evolution of design to ensure target scope and budget are not exceeded. Lead, manage and supervise the design and QA/QC reviews through completion. Coordinate, schedule, and review work of other participants. Review and provide professional license stamp on engineering bid documents, reports, and studies. Lead the application for and obtain construction permit. Monitor and manage in?house design and outside consultant budgets. Manage and Supervise Construction Phase:Provide technical review during construction phase of the project. Review and respond to Contractor submittals, Requests for Information, change orders. Visit construction sites to observe progress, quality of construction and resolve field issues. Provide redesigns or additional details as needed when field conditions differ. KNOWLEDGE, SKILLS & ABILITIES:Advanced theoretical and practical design knowledge of engineering and design principles for marine, airport, commercial, and industrial facilities in demanding sites. Demonstrated leadership skills with the ability to motivate, mentor, and develop staff members. Advanced knowledge of construction methods, processes, project scheduling, estimating and budgeting. Knowledge of capital project budgeting, scheduling, and resource management. Knowledge of city, state, and federal permit procedures. Advanced knowledge of City of Seattle and Washington State adopted building codes. & standards. Knowledge in Computer Aided Drafting (CAD) and Building Information Modeling (BIM) systems. Manage consultant contracts, including scoping, negotiations, budgeting, invoicing, and tracking. Supervise and schedule work of other participants on design projects, including other engineers, CAD technicians, and outside consultants. Demonstrates strong and effective verbal, written, organizational, and time management skills. Represents the department and/or organization as a technical liaison at important functions or conferences as required. Ability to work independently and oversee and prioritize multiple projects simultaneously while managing complex projects. Ability to facilitate decision?making by stakeholders and diverse business, operations, and environmental teams as relates to project scoping and design. Ability to persuade and negotiate with key individuals regarding critical and precedent setting issues. Ability to interact with a wide variety of groups, both internal and external to the Port/NWSA as well as present technical analyses and recommendations to non?technical audiences. Ability to develop new and/or improved techniques, systems, processes, standards and guidelines for the department. Ability to review and constructively comment on the technical accuracy and constructability of other engineer’s, consultants, or contractor’s work.
