Supervisory Transportation Management Planner

Salary Range: $99,659 to $139,522 Duration of Appointment: Management Supervisory Service (MSS) At-Will At-will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
This position is located in the District Department of Transportation (DDOT), Planning and Sustainability Division (PSD). The Division monitors, plans and evaluates transportation projects and programs for District residents, visitors and workers. The incumbent provides leadership and direction for staff in the planning of Agency projects with a special emphasis on bicycle, pedestrian, freight, and transportation demand management projects.
Provides technically authoritative advice and guidance to top level management on complex, controversial, and/or sensitive city-wide projects. Develops responses to high level inquires for information from the agency, District Government officials or others regarding agency reviews and findings the management of transportation systems and facilities issues. Is also responsible for planning transportation infrastructure projects and leading staff in project planning, design and implementation.
Coordinates the development of comprehensive transportation position statements and recommend proposals for improvement of transportation services related to bicycle, pedestrian, freight, and transportation demand management projects and programs. Supervises the exploration and evaluation of the following factors relative to proposed land use and public space use considerations, such as: ascertaining trip generation potential of new development, modal allocation and frequency and directional distributions, comparison of existing street and transit capacities and associated service levels of roadways and transit services. Directs the development of transportation capital project descriptions to address mobility and safety needs that enhances the customers’ experience.
Supervises the examination of economic and social impacts of various designs. Addresses problems encountered on a multi-disciplinary level which are directly related to such specialized areas as transportation analysis, urban design, right-of-way, and highway layout. Utilizes specialized knowledge of these aspects and directs the coordination and application of comments from departmental transportation and engineering experts in formulating the Department’s position. Communicates complicated plans and projects to residents and local elected officials.
Attends meetings with planners and transportation engineers of other jurisdictions with a view of isolating analyzing and ultimately resolving differences on basic planning policies and conclusions, particularly where the total area identified for future land use development is divided between the District of Columbia and adjoining jurisdictions. Participates in joint workshops and exchanges ideas dealing with technical transportation planning.
Oversees and provides technical expertise in the development of position papers to articulate rationale underlying the Department’s conclusions on controversial transportation planning and land use development issues. Takes both compatible and irreconcilable planning content of other agencies and other Department administrations into account in developing recommended positions on each proposed plan/ or development in the process of formulating the Department’s final position regarding the proposed development.
