We are seeking a Water Quality Services Senior Manager. The Water Quality Services Senior Manager will lead and direct the operations and activities of the Laboratory Department and the Source Water Assessment Department. In addition, this position will provide assistance to Water Production operations and contract operations staff on all water quality related issues associated with the treatment and delivery of quality water. This position also facilitates agency research efforts related to water quality and treatment of potable water. ESSENTIAL FUNCTIONS:
•Directs all activities for the Laboratory Department and Source Water Assessment Department while maintaining a cost effective, fiscally sound operation in full compliance with all rules, laws and water supply agreements. •Participates in the implementation of the Agency’s Environmental Management System (EMS), ensures that Standard Operating Procedures are fully developed and staff trained. Participates on EMS teams as directed. •Ensures compliance with all permitting activities and regulatory requirements for the Source Water Assessment Department. •Develops, administers, and maintains budget and budgetary controls for all components of the Water Quality Services departments and technical research work. •Provides assistance to Member Governments regarding delivered Quality Water issues including water quality issues within Members’ distribution systems and works with Agency operations staff and member government staff to develop solutions. •Oversees implementation of the Agency’s Source Water Assessment Program. •Develops, prepares and presents board recommendations regarding the development, implementation and administration of the programs under charge. •Secures and manages consultants for the development and administration of the programs under charge. •Supervises, trains and evaluates the performance of staff assigned to the implementation of the programs under charge. •Functions as liaison with public/press/government agencies regarding programs under charge. •Establishes and enforces quality control for programs under charge. •Participates in and organizes meetings with regulatory agencies, member governments and outside organizations as needed to accomplish programs under charge. •Supports, encourages and enforces workplace Safety Policies and Procedures in accordance with the Agency Safety Program. •Performs related work as directed.
Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.
•Ten (10) years of experience in comprehensive knowledge of drinking water utility rules, regulations and operations, with an emphasis on drinking water quality and treatment. •Five (5) years of experience in a managerial capacity with demonstrated experience in the administrative aspects of the work, to include budget development and administration; or an equivalent combination of education, training, and experience. •Extensive experience with research project management, preferably in a governmental environment. •Experience in process implementation and required internal controls. Strong analytical and administrative skills and superb negotiation skills to interface with regulators and industry management. •Knowledge of computer programs such as Microsoft office computer programs such as Word, Excel, Access, PowerPoint. •Strong communication skills, both verbal and written. Proficient in public speaking; able to interact with citizens and elected officials.
•Master of Arts or Master of Science in science or related field required.
REQUIRED LICENSES AND CERTIFICATIONS: •Valid driver’s license.
