Under limited supervision, performs advanced professional work in public utilities engineering, planning, and analyses of water and wastewater systems.
Responsibilities: Achieves a variety of advanced engineering duties associated with location, design, construction, operation and maintenance of public utility projects in accordance to applicable city/state or federal rules and regulations. Applies the appropriate engineering discipline duties within the water and wastewater utility departments, in coordinating all phases of engineering performance testing, specifications, and design preparation. Develops, reviews, and interprets regulatory reports. Implements the design and improvement of Water and Wastewater Treatment Plants, Water Distribution, and Wastewater Lift Stations facilities. Coordinates the inspection of completed installations and observes operations to ensure conformance with design, equipment specifications, and compliance with operational and safety standards. Prepares specifications for water and wastewater systems to ensure that installation and operation conforms to standards and project requirements. Prepares professional and accurate written documents such as memos, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), reports, board agendas, studies, etc. Executes other job duties as assigned.
Knowledge, skills, and abilities: Knowledge of principles and practices applied in the planning, location, design and construction of engineering projects. Knowledge of fundamental and applied engineering science, particularly as applied to the field of civil, electrical, or structural engineering. Knowledge of control systems, equipment specification and selection for Water and Wastewater Treatment Plants, and Wastewater Lift Stations. Skills in analyzing complex data from various sources, synthesizing collected information, and developing sound decisions/recommendations. Strong oral and written communication skills in English. Analytical and detail oriented skills. Ability to organize, analyze, interpret, and evaluate engineering problems and provide practical and cost effective solutions. Ability to work on multiple projects and programs simultaneously within an approved budget. Ability to comprehend and prepare clear and concise reports of a technical nature. Ability to establish and maintain effective working relationships with internal and external customers.
Education & Experience Requirements: Bachelor of Science Degree in Civil, Structural or Electrical Engineering from an Accreditation Board for Engineering & Technology (ABET) accredited university and six (6) years of progressively responsible experience in engineering.
Certificates, Licenses, and Registrations: Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must be a Professional Engineer licensed in the State of Texas. Professional Engineer license from other jurisdictions may be allowed; however, candidate must acquire a Texas Professional Engineer license within 12 months in order to remain in the position.
