The City of Chandler Public Works and Utilities Department is currently seeking qualified individuals to fill the full-time position of CAPITAL PROJECTS MANAGER. The ideal candidate will have experience managing and overseeing the design and construction of complex CIP public infrastructure and building projects as well as excellent communication and supervisory skills.
The City of Chandler is one of Arizona's first master-planned cities; it is located in the southwest part of the Phoenix metro area and has a current population of approximately 246,000, its population is estimated to be 285,000 at its planned build-out.

Classification Summary: The primary function of an employee in this class is to manage the design and construction of complex public infrastructure and building projects from establishment of project scope through completion of construction by communication with City staff, inspectors, design and construction teams; coordinate construction activities with other City departments, divisions and outside agencies including consultants, engineers, developers and contractors; and review project progress and quality of construction. This position ensures a project is completed on time, within budget and of the specified quality. This position will oversee Project Managers, and Administration staff as well as the Real Estate Division and Capital Improvement Projects (CIP) inspectors.

Employees are responsible for all other duties as assigned.• Manages, organizes, coordinates and monitors activities and functions of capital projects in cooperation with other departments and outside agencies;• May function as the designated City Engineer, performing duties and functions required or assigned in federal, state, and city codes and ordinances;• Manages the citywide capital improvement program and construction projects to ensure efficient operations and implementation of CIP projects that meet established goals and objectives; works with departments to identify projects, develop project scopes and estimates project costs; meets with capital project teams, including contractors, consultants, and staff members to discuss progress and work products; monitors and inspects capital improvement projects to ensure compliance with contract specifications; reviews capital project meetings minutes; prepares capital improvement program status reports reflecting status of projects and submits to senior management;• Oversees a team of professional project managers, inspectors, and administrative support staff. Supervises, directs and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring decisions; establishes and communicates project scope, goals and objectives;• Partners with project managers in participating in neighborhood and public meetings as part of public input components on projects; • Estimates construction costs and prepares budgets for future projects;• Develops, negotiates and administers contracts related to the programs and services managed and maintained by the divisions; works with city attorneys preparing agreements and contracts;• Oversees and coordinates work performed by contracted service providers including professional engineers; provides input into selection criteria for consultants and contractors; reviews and develops requests for proposals (RFPs) and requests for bids; recommends selection of consultants;• Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes and work cooperatively to provide customer service;• Maintains the project budget, monitors or prepares contract amendments, tracks project budget costs and payments, and makes recommendations for revisions when appropriate;• Sets projects schedules based on assessment of project design, budget and other user requests;• Facilitates effective pre-construction meetings to establish project protocol and compliance with building codes;• Oversees progress and quality of construction; interprets design intent and facilitates solutions;• Maintains accurate sets of construction contract documents by recording all documentation;• Ensures project meets compliance with federal, state and local laws, codes, ordinances and regulations;• Makes recommendations for changes in construction inspection standard specifications and details to conform to field conditions;• Prepares long range plans and assists with developing the citywide ten year capital improvement program and other strategic documents; conducts research; prepares surveys; interprets results for use in planning, evaluation and decision making; continually monitors and evaluates the efficiency and effectiveness of service delivery, assesses work load, reporting relationships and opportunities for improvements within the programs managed and maintained by the Division;• Manages the CIP and Real Estate Divisions budgets; conducts fiscal/economic impact studies and cost/benefit analyses to prepares budget projections; assists with developing annual operating and capital improvement budgets;• Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;• Manages operations, activities and services; ensures compliance with applicable rules, regulations, policies and procedures; coordinates the establishment and review of program and services policies; ensures adherence to safety and risk management procedures; and initiates actions to correct deviations or violations as necessary;• Develops, administers, manages and participates in the development and implementation of division goals and objectives, and the implementation of policies and procedures;• Plans and directs the daily operations of the Real Estate Division for citywide real estate needs; makes recommendations to department directors in the areas of real estate and acquiring property for projects planned by each department; directs activities and approves negotiations of agreements for acquisition of land, land rights, improvements, and for leases of City property;• Makes recommendations to department directors, City Attorney's Office, and the City Council on property values and negotiations;• Performs all work duties and activities in accordance City policies and procedures; • Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.
Minimum Qualifications: • Bachelor's Degree in Construction Management, Engineering or related field; and • Eight (8) years' experience in construction of public facilities including project cost estimates, value engineering, construction reviews and inspection procedures including at least three (3) supervisory experience; and • Registered Professional Engineer in Arizona; and • Valid Driver's License with acceptable driving record; or • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Desired Qualifications: • Previous experience in corporate or government real estate entity responsible for the acquisition, management, and disposition of real estate with focus on large capital projects;
This position is designated as "unclassified" and will serve at the pleasure of the City Manager.
